Job Overview: The Human ResourcesManagement Officer will be responsible for managing and supervising human resources management functions within the IOM Mission in Guatemala. This role involves overseeing recruitment processes, coordinating the publication of vacancy notices, sorting applications, organizing interviews, and preparing necessary documentation. The officer will also handle pre-employment activities, maintain HR data accuracy, and support separation and promotion processes. The position requires collaboration with various units at Headquarters and Administrative Centers, ensuring compliance with IOM policies and procedures. The successful candidate will play a crucial role in fostering a positive work environment and supporting the organization's mission to facilitate humane migration.
Duties and Responsibilities:
Support recruitment processes by coordinating the publication of vacancy notices, receiving and sorting applications, arranging interviews and tests, and preparing required documentation.
Carry out pre-employment activities, including preparing Entry on Duty documentation, coordinating medical exams, and organizing orientation sessions.
Maintain data consistency and accuracy in the HR system, monitor contractual situations, and generate HR-related reports.
Act as Timekeeper, managing leave quotas and responding to inquiries regarding leave administration.
Support separation, classification, reclassification, and promotion processes by collecting necessary documentation and coordinating with relevant units.
Update and maintain electronic and physical filing systems, ensuring all personnel files are complete and organized.
Draft employment certificates, letters, reports, and presentations, and support the organization of HR events.
Respond to general inquiries regarding HR policies and procedures.
Perform other related duties as assigned.
Required Qualifications:
High School diploma with four years of relevant experience; or a Bachelor’s degree in Human Resources, Business Administration, Psychology, or a related field with at least two years of relevant professional experience.
Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Outlook); experience with ORACLE is an advantage.
Attention to detail and ability to organize documentation methodically.
Discretion, customer-oriented approach, patience, and willingness to learn new skills.
Previous work experience with international humanitarian organizations or NGOs in a multicultural setting is an advantage.
Educational Background: Candidates must possess either a High School diploma with four years of relevant experience or a Bachelor’s degree in a relevant field such as Human Resources, Business Administration, or Psychology. Accredited universities are those listed in the UNESCO World Higher Education Database, ensuring that candidates have received quality education that meets international standards.
Experience: The position requires a minimum of two years of relevant professional experience for candidates with a Bachelor’s degree, or four years for those with a High School diploma. Experience in human resources management, particularly in recruitment and employee relations, is essential. Familiarity with international organizations and their operational frameworks will be beneficial.
Languages: Fluency in Spanish and English is required, both oral and written. Knowledge of one of the Mayan languages is considered an asset. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments. All IOM staff must be fluent in one of the organization's official languages (English, French, or Spanish).
