Job Overview: The Technical Officer (TO), Polio will play a crucial role in supporting the implementation of the Strengthening Infectious Disease Detection Systems (STRIDES) Activity, specifically in the area of polio eradication. This position involves working closely with the Technical Advisor, Polio, to ensure that all polio-related activities are in alignment with global health guidelines, national policies, and donor regulations. The TO will provide essential technical support to regional and country teams, addressing operational challenges and adapting interventions to meet the evolving epidemiological landscape. The role also includes capacity strengthening through mentoring and technical assistance to local partners and government counterparts in areas such as polio surveillance, laboratory operations, and data quality management. Additionally, the TO will contribute to the development of tools and resources that enhance the STRIDES polio portfolio, ensuring effective communication and coordination with various stakeholders, including donors and technical groups.
Duties and Responsibilities: The Technical Officer will be responsible for a variety of tasks, including supporting problem-solving for moderately complex issues, maintaining effective relationships with stakeholders, and providing input to technical leadership by compiling relevant data. The TO will assist in the implementation of the STRIDES Polio Activity plan, coordinate with technical staff to ensure compliance with contract requirements, and provide logistical support to field staff. The role also involves monitoring local subcontractors, contributing to planning discussions, and assisting in the development of strategies and tools for technical components. The TO will support training sessions, compile donor reports, and ensure the quality of technical deliverables, while also identifying risks and contributing to mitigation planning.
Required Qualifications: Candidates must possess a strong understanding of polio eradication efforts, particularly in surveillance and laboratory services. The ability to support project management tasks and prioritize activities is essential. Strong analytical and problem-solving skills are required, along with the ability to communicate effectively with colleagues and partners. Familiarity with organizational policies and practices is important, as well as the ability to work under moderate supervision and make independent decisions when necessary.
Educational Background: A Master’s Degree or its international equivalent in Health, Life/Social Sciences, International Development, or a related field is required. Additionally, Project Management (PM) Certification is considered a plus, indicating a formal understanding of project management principles and practices.
Experience: The position typically requires at least 6 years of relevant experience in designing and evaluating programs or services, with a focus on public health, particularly in developing countries. Candidates should have at least three years of experience specifically related to polio eradication programs and managing large-scale public health initiatives. Experience in a non-governmental organization (NGO), government agency, or private organization engaged in polio eradication efforts is preferred, along with a demonstrated understanding of the technical issues surrounding polio eradication.
Languages: Fluency in English is mandatory, with the ability to read, write, and speak the language proficiently. Knowledge of Juba Arabic or other local languages is highly desirable, especially for roles that involve direct engagement with local communities, as it enhances communication and fosters better relationships with stakeholders.
Additional Notes: This position may require local and regional travel, estimated at 10% - 25%. The expected hiring salary range for this role is UGX 120,000,000 - 150,000,000 annually, with considerations for relevant experience and education.
