Job Overview: The Associate director-finance" style="border-bottom: 1px dotted #007bff !important;">Director Finance and Administration Manager plays a critical role in overseeing the financial management and operational functions of the organization. Reporting directly to the Director of Finance and Administration (DFA), this position is responsible for ensuring compliance with donor requirements, FHI 360 policies, and local regulations in Uganda. The role involves managing financial planning, monitoring, and reporting, as well as strengthening financial and administrative systems. The Associate Director will coordinate audits, support decision-making through accurate reporting, and ensure that financial practices align with organizational goals. This position is essential for maintaining the integrity of financial operations and supporting the overall mission of FHI 360.
Duties and Responsibilities:
Financial Strategy, Planning, and Budget Management: Lead the annual budgeting and reforecasting processes, consolidating departmental budgets and providing variance analysis with actionable recommendations.
Financial Accounting, Reporting, and Close: Oversee general ledger integrity and ensure timely preparation of internal and donor financial reports.
Compliance and Internal Controls: Implement internal controls in line with donor regulations and organizational policies, addressing control gaps and documenting corrective actions.
Grants and Sub-award Financial Oversight: Review subrecipient financial reports and provide capacity building support.
Cash Flow, Treasury, and Cost Efficiency: Manage cash forecasting and liquidity planning, reviewing disbursements within approved limits.
Audit Readiness and External Engagement: Coordinate audits and prepare audit schedules, supporting fieldwork and management responses.
People Leadership and Capacity Strengthening: Supervise finance and administration staff, promoting a culture of accountability and continuous improvement.
Risk Management and Oversight: Maintain a finance and operations risk register and conduct risk analyses.
Systems, Data Quality, and Process Improvement: Champion effective use of ERP/accounting systems and ensure data integrity across processes.
Required Qualifications: The ideal candidate must possess a full qualification in ACCA or CPA, along with a graduate degree in finance, accounting, or a related field. A minimum of 8 years of finance management experience is required, particularly in managing donor-funded projects, with at least 3 years in a line management role. Strong knowledge of USAID financial management rules and regulations is essential, as well as experience in finance, administration, procurement, HR, ICT, and project management. The candidate should also have experience managing sub-awards and possess strong communication skills.
Educational Background: Candidates must have a graduate degree in finance, accounting, or a related field, along with full qualifications in ACCA or CPA. This educational background is crucial for understanding complex financial regulations and practices necessary for the role.
Experience: A minimum of 8 years of relevant finance management experience is required, specifically in managing donor-funded projects. This includes at least 3 years of line management experience, demonstrating the ability to lead teams and manage financial operations effectively. Experience in a non-governmental organization (NGO) setting is preferred, along with a strong understanding of financial management rules and regulations, particularly those related to USAID.
Languages: Fluency in English is mandatory, with the ability to read, write, and speak proficiently. Additional language skills may be beneficial but are not required.
Additional Notes: This position is based in Kampala, Uganda, and may require domestic travel of 10% to 25%. The expected hiring salary range for this role is UGX 150,000,000 - 200,000,000 annually.
