Job Overview:
The Partnerships & Resource Mobilization Analyst (P2) plays a crucial role in supporting the Afghanistan Country Office's partnerships and resource mobilization efforts. This position involves strengthening institutional partnerships, coordinating resource mobilization pipelines, supporting proposal development, ensuring systems integrity, and providing analytical support for strategic engagement with donors and partners. The Analyst will work closely with the Partnerships & Resource Mobilization Specialist and Officer, as well as program teams, to ensure effective and timely engagement with UN entities, multilateral partners, pooled funds, and private sector actors. The role requires a strong understanding of partnerships, donor coordination, and resource mobilization processes, as well as the ability to analyze data and trends to inform strategic decision-making.

Duties and Responsibilities:
  • Provide technical support to institutional partnerships management by coordinating day-to-day activities with UN agencies, multilateral institutions, pooled funds, and private sector actors. This includes maintaining structured communication, follow-up actions, and internal coordination workflows for partnerships, identifying opportunities for joint programming, and supporting relationship management with key external stakeholders.
  • Provide analytical support to resource mobilization pipeline management by maintaining and updating the office’s resource mobilization pipeline and opportunity tracker, developing donor profiles and partner intelligence notes, and analyzing trends and funding opportunities.
  • Coordinate proposal development and submission processes by managing technical inputs from program and operations teams, supporting drafting and quality review of proposals, and ensuring submission readiness of all resource mobilization products.
  • Manage partnerships systems and agreements tracking by ensuring data integrity across various systems, tracking agreements with partners, and generating internal reports for management oversight.
  • Provide donor engagement, reporting, and knowledge management support by preparing briefing notes and engagement summaries, tracking donor follow-up actions, and developing dashboards and knowledge products.
  • Perform other duties as necessary for the efficient functioning of the Office and the Organization.

Required Qualifications:
Candidates must possess a Master's degree (or equivalent) in international development, public administration, public policy, or a relevant social science field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Strong knowledge of partnerships, donor coordination, and resource mobilization processes is essential, along with a good understanding of UN system partnership frameworks and inter-agency coordination mechanisms. Candidates should also demonstrate strong analytical skills, the ability to coordinate complex workflows, and proficiency in drafting proposals and reports.

Educational Background:
A Master's degree (or equivalent) in international development, public administration, public policy, or a relevant social science field is required. A first-level university degree may be accepted with additional qualifying experience.

Experience:
At least 2 years of progressively responsible experience in inter-agency coordination and strategic program planning processes is required. Experience in development, planning, implementation, monitoring, and reporting of programs is essential. Experience in gender equality and women's rights at the international level is desirable, as is experience working in developing countries within the UN system. Proficiency in using computers and office software packages is required, along with experience in handling web-based management systems.

Languages:
Fluency in English is mandatory. Knowledge of another official UN language (French, Arabic, Chinese, Russian, or Spanish) is desirable.
