Job Overview:
The Purchasing Associate position is crucial for the effective execution of procurement activities within the EpiC Haiti project, which is part of a global initiative funded by the U.S. Government to achieve HIV epidemic control and improve health outcomes. The role involves ensuring compliance with FHI 360 policies, donor regulations, and local laws while managing the procurement process from requisition to payment. The Purchasing Associate will work closely with various teams to align procurement activities with project needs, ensuring timely and cost-effective acquisition of goods and services. This position requires strong organizational skills, attention to detail, and the ability to collaborate effectively with internal and external stakeholders to meet operational and programmatic requirements.

Duties and Responsibilities:
The Purchasing Associate will be responsible for a wide range of duties including: receiving and processing purchase requisitions, soliciting competitive quotations from vendors, preparing purchase orders and contracts, tracking the procurement cycle, supporting vendor evaluations, maintaining procurement records, coordinating with finance for invoice verification, and preparing regular reports on procurement status. Additionally, the role involves logistics management, including the transportation and distribution of goods, overseeing inventory management, and supporting project logistics for workshops and field missions. The Purchasing Associate will also identify opportunities for improved efficiency and cost savings in procurement processes.

Required Qualifications:
Candidates must possess a strong understanding of procurement principles and supply chain management, along with knowledge of U.S. Government procurement policies. Proven experience with purchase order systems and procurement management tools is essential. The ideal candidate will have excellent organizational, analytical, and problem-solving skills, as well as strong communication and negotiation abilities. A high level of accuracy and attention to detail is required, along with proficiency in Microsoft Office applications and familiarity with ERP systems. The ability to manage multiple priorities under tight deadlines is also crucial for success in this role.

Educational Background:
A minimum educational requirement for this position is a BAC II, with a preference for a Bachelor’s degree in Business Administration, Procurement, Logistics, Supply Chain Management, or a related field. Professional certification in procurement, such as CIPS or CPP, is considered an asset and may enhance a candidate's qualifications for the role.

Experience:
Candidates should have a minimum of 3 to 5 years of relevant experience in purchasing, procurement, or supply chain roles, preferably within international NGOs or donor-funded projects. Experience with USAID or PEPFAR-funded procurement procedures is strongly preferred, as is familiarity with the Haitian context and local supplier markets. This experience is vital for navigating the complexities of procurement in Haiti and ensuring compliance with local regulations and standards.

Languages:
Fluency in French and Haitian Creole is required for this position, as these languages are essential for effective communication with local vendors and stakeholders. A working knowledge of English is preferred, as it may be necessary for engaging with international partners and understanding procurement documentation and regulations.

Additional Notes:
This position is office-based in Pétion-Ville, Haiti, and is open to local Haitian nationals. The expected hiring salary range for this role is between USD 18,000 and 25,000 annually, depending on the candidate's experience and qualifications.
