The OSCE has 57 participating States and operates in various countries across Europe, Central Asia, and North America. It addresses a wide range of security-related concerns, including arms control, human rights, and counter-terrorism. The OSCE Secretariat, located in Vienna, provides operational and administrative support to field operations and other institutions, assisting the Chairpersonship in its activities.

Job Overview:
The Associate Programme Officer position is located within the Action against Terrorism Unit (ATU) of the Transnational Threats Department (TNTD) at the OSCE Secretariat. The role is crucial in supporting the implementation of OSCE counter-terrorism commitments and involves working closely with various stakeholders to facilitate effective communication and coordination within the Unit and across the broader OSCE structure. The incumbent will contribute to the identification of areas for assistance, development of project proposals, and implementation of programs aimed at countering terrorism, particularly in relation to the misuse of the internet and emerging technologies. The position requires a proactive approach to project management, technical support, and policy development, ensuring that the OSCE's actions are credible and effective in addressing contemporary security challenges.

Duties and Responsibilities:
The incumbent will be responsible for a variety of tasks, including:
  • Collaborating with ATU portfolio managers to ensure responsiveness to OSCE commitments on countering the misuse of the internet for terrorist purposes, focusing on evolving technologies and generative Artificial Intelligence.
  • Collecting, analyzing, and synthesizing information on OSCE counter-terrorism commitments to support program planning and avoid duplication of efforts.
  • Implementing and monitoring programs by facilitating delivery processes, identifying needs, and supporting budget forecasting.
  • Supporting policy development by analyzing counter-terrorism trends and providing technical expertise to participating States and partners.
  • Drafting project and policy documentation, including risk assessments and progress reports.
  • Conducting monitoring and reporting activities to track implementation progress and suggest corrective actions.
  • Organizing meetings and workshops to promote cooperation and share best practices among stakeholders.
  • Participating in discussions and engagements with representatives from various sectors on anti-terrorism issues.
  • Performing other duties as required to support the Unit's objectives.

Required Qualifications:
Candidates must possess a first-level university degree in fields such as terrorism studies, international/political affairs, security, criminology, or a closely related area. A minimum of four years of progressively responsible professional experience in security affairs is required, with at least two years in international organizations. Knowledge of challenges related to the terrorist use of the internet and emerging technologies is essential. Previous experience with the OSCE or similar international organizations is highly desirable. Candidates should demonstrate the ability to foresee risks and propose solutions, as well as possess professional fluency in English and strong communication skills. Working knowledge of Russian and another language from the OSCE region is an asset.

Educational Background:
A first-level university degree in a relevant field such as terrorism studies, international/political affairs, security, criminology, or military science is required. This educational background should provide a solid foundation for understanding the complexities of security issues and counter-terrorism efforts.

Experience:
The position requires a minimum of four years of relevant professional experience in security affairs, with at least two years of experience in international organizations. Candidates with previous OSCE experience will have a distinct advantage. The experience should demonstrate a progressive responsibility in managing security-related projects and initiatives.

Languages:
Professional fluency in English is mandatory, with excellent oral and written communication skills. Working-level proficiency in Russian is highly desirable, and knowledge of at least one other language from the OSCE region is considered an asset.

Additional Notes:
The position is a fixed-term contract at the P2 level, with a full-time schedule. The monthly remuneration is approximately EUR 6,100, subject to adjustment based on family status and post adjustment. OSCE salaries are exempt from taxation in Austria, and social benefits include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
