Job Overview: The Individual Consultant position is focused on undertaking a Formative Evaluation of UNICEF India’s Public Private Sector Engagement (PPSE). The consultant will be responsible for managing their own time and ensuring the submission of deliverables according to a specific delivery schedule. This consultancy is primarily remote/home-based, although the consultant will be required to visit the UNICEF office in New Delhi for meetings as needed. The role involves evaluating the effectiveness of UNICEF's engagement with the public and private sectors, assessing the impact of these partnerships on children's rights and welfare. The consultant will need to demonstrate a strong understanding of evaluation methodologies and be able to propose innovative techniques for data collection and analysis. The position requires a high level of professionalism and the ability to work independently while adhering to UNICEF's standards and expectations.
Duties and Responsibilities: The consultant will be tasked with the following duties and responsibilities:
Conduct a comprehensive formative evaluation of UNICEF India’s Public Private Sector Engagement (PPSE), focusing on the effectiveness and impact of partnerships.
Develop a detailed technical proposal outlining the evaluation methodology, including innovative techniques for data collection and analysis.
Propose a feasible implementation plan with appropriate input days and quality assurance mechanisms.
Identify potential risks and develop strategies to manage these risks throughout the evaluation process.
Prepare and submit all required deliverables on time, including a financial proposal that outlines the all-inclusive amount for each deliverable.
Collaborate with UNICEF staff and stakeholders to gather relevant data and insights for the evaluation.
Attend meetings at the UNICEF office as required to discuss progress and findings.
Ensure compliance with UNICEF's policies and guidelines throughout the consultancy.
Required Qualifications: Candidates must possess the following qualifications:
Proven experience in conducting evaluations, particularly in the context of public-private partnerships or child rights.
Strong understanding of evaluation methodologies and techniques.
Excellent analytical and critical thinking skills.
Ability to work independently and manage time effectively to meet deadlines.
Strong communication skills, both written and verbal, to convey complex information clearly and effectively.
Familiarity with UNICEF's mission and values, particularly regarding child rights and welfare.
Educational Background: A minimum of a Master's degree in a relevant field such as social sciences, public policy, international development, or a related discipline is required. Additional professional certifications in evaluation or project management would be advantageous.
Experience: Candidates should have at least 5 years of relevant experience in conducting evaluations, particularly in the areas of public-private partnerships, child rights, or related fields. Experience working with international organizations or NGOs is preferred.
Languages: Fluency in English is mandatory. Knowledge of Hindi or other local languages would be considered an asset, as it may facilitate communication with local stakeholders and enhance the evaluation process.
Additional Notes: The consultancy contract is for a duration of 6 months and is deliverable-based, meaning that the consultant will be expected to manage their own time and ensure timely submission of deliverables.
