Job Overview:
The Human Resources Officer will be responsible for managing human resources administration, recruitment, and training-related matters for approximately 50 staff members within the mission. This role requires a comprehensive understanding of OSCE Staff Regulations and Rules, ensuring their correct application across all mission members. The incumbent will supervise administrative staff, manage HR data entry, oversee contract administration, and maintain personnel records. The position also involves coordinating recruitment processes for both international and national posts, ensuring adherence to principles of non-discrimination and gender equality. Additionally, the officer will prepare the mission's annual learning and development plan, supervise training schedules, and manage the induction program for new staff. The role is critical in fostering a positive work environment and ensuring that the mission's human resources functions effectively support its overall objectives.

Duties and Responsibilities:
  • Advise mission members on OSCE Staff Regulations and Rules, ensuring consistent application.
  • Supervise the Administrative Assistant and Archives/Records Assistant.
  • Oversee HR data entry and administration of contracts, including Special Service Agreements (SSAs).
  • Maintain leave and overtime records, as well as personnel files.
  • Brief new employees on terms and conditions of appointment.
  • Review payroll data and verify overtime records for payroll processing.
  • Approve home leave entitlements and initiate Talent Management reports.
  • Certify Provident Fund enrolment and changes for national staff.
  • Ensure adherence to end-of-service clearance procedures. 1
  • Analyze HR issues and propose solutions, including capacity-building actions. 1
  • Prepare or update the Post Table and create staffing costs using the IRMA system. 1
  • Review and assist in drafting job descriptions. 1
  • Coordinate recruitment for international and national posts, ensuring timely filing of vacancies. 1
  • Screen applications and assess qualifications against job requirements. 1
  • Attend interviews as an ex-officio member of the selection board. 1
  • Compile interview board reports and liaise with the DHR/Secretariat on recruitment actions. 1
  • Prepare the Mission’s annual learning and development plan and supervise training implementation. 1
  • Manage the Mission’s induction program for new staff. 1
  • Perform other duties as required.

Required Qualifications:
  • Secondary education supplemented by formal training in Human Resources Management, Public or Business Administration, or a related field.
  • Minimum six years of professional experience in human resources, preferably with an international organization.
  • Previous experience in staff supervision or people management.
  • Established experience in personnel administration, job and organizational design, recruitment, or training.
  • Proficiency in Microsoft software packages and knowledge of an ERP system.
  • Ability to work with diverse nationalities and cultural backgrounds.
  • Excellent written and verbal communication skills in English, Romanian, and Russian.

Educational Background:
A high school diploma or equivalent (GED) is required, with additional formal training in Human Resources Management, Public or Business Administration, or a related field being highly desirable. This educational background is essential for understanding the complexities of human resources functions within an international organization.

Experience:
Candidates must have a minimum of six years of professional experience in the field of human resources. This experience should preferably be within an international organization, where the candidate has gained exposure to various HR functions such as personnel administration, recruitment, and training. Previous supervisory experience is also essential, as the role involves managing staff and ensuring effective HR operations.

Languages:
Fluency in English, Romanian, and Russian is mandatory for this position. Excellent written and verbal communication skills in these languages are crucial for effective interaction with mission members and stakeholders. Knowledge of additional languages may be considered an asset but is not required.

Additional Notes:
The position is a fixed-term contract at the General Services level (G6) and is full-time. The monthly remuneration is EUR 1,342.75, subject to social security deductions, and OSCE salaries are exempt from taxation in Moldova. Social benefits include participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Appointments are typically made at Step 1 of the OSCE salary scale, with the possibility of higher initial appointments based on relevant experience. The OSCE does not reimburse expenses related to interviews, tests, visas, or relocation. Candidates must be aware that appointments are subject to medical clearance and that the mandatory retirement age is 65 years for contracted positions.
