Job Overview: The Information ManagementTechnical Officer will be an integral part of the Monitoring, Evaluation, Accountability, and Learning (MEAL) Department. This role involves close collaboration with all program units and relevant support units at the area office, as well as the Country Office MEAL team. The primary focus of this position is to manage data, support reporting requirements, and enhance data-driven and evidence-based programming. The IM Technical Officer will support the implementation and quality assurance of NRC’s Information Management (IM) system at the Area Office level, ensuring that data collection, databases, dashboards, and programmatic digital systems are effectively implemented, maintained, and utilized to improve program quality, accountability, and evidence-based decision-making.
Duties and Responsibilities: The duties and responsibilities of the IM Technical Officer include supporting the implementation and daily management of IM systems and databases, providing technical troubleshooting and improvements for digital platforms and dashboards, and ensuring compliance with NRC’s security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">information security and data protection policies. The officer will also support the integration of IM/Digital systems with MEAL, Community Feedback Mechanisms (CFM), and program tools. Additionally, the role involves building the capacity of NRC staff and partners on IM/Digital practices, ensuring the quality, accuracy, and timely flow of information for reporting and decision-making. Specific responsibilities include leading the design, testing, and deployment of digital data collection tools (such as Kobo), managing and maintaining AO-level databases, conducting quality assurance of program data, producing and updating dashboards, maps, and infographics in PowerBI or ArcGIS, supporting program teams with digital beneficiary registration and verification, contributing to donor reporting, training NRC and partner staff on survey tools and data management, liaising with program managers to adapt IM/Digital solutions, documenting lessons learned, and proposing improvements to IM/Digital practices.
Required Qualifications: The position requires 1 to 2 years of experience in Monitoring, Evaluation, Accountability, and Learning (MEAL), data management, systems administration, design, and development, preferably within a humanitarian context. A Bachelor’s degree or diploma in Social Sciences, Statistics, Information Technology, Information Management, Computer Science, or a related field is preferred. Strong database management and Excel skills are essential, along with experience in contributing to participatory discussions, learning workshops, and capacity-building activities. Fluency in spoken and written Ukrainian is mandatory, and a working knowledge of the English language is also required. Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook) is necessary, and experience with Microsoft 365 (SharePoint, Teams, OneDrive, Planner) is an advantage.
Educational Background: Candidates should possess a Bachelor’s degree or diploma in relevant fields such as Social Sciences, Statistics, Information Technology, Information Management, Computer Science, or a related area. This educational background is crucial for understanding the technical aspects of data management and information systems, which are central to the role of Information Management Technical Officer.
Experience: The role requires candidates to have 1 to 2 years of relevant experience in MEAL, data management, systems administration, design, and development, particularly in a humanitarian context. This experience is vital for effectively managing data and ensuring the quality and accuracy of information used in decision-making processes.
Languages: Fluency in spoken and written Ukrainian is mandatory for this position, as it is essential for effective communication within the local context.
