Job Overview:
The ET Consultant – Senior Disaster Management position at the World Bank involves providing technical guidance and support to the Disaster Management, Solutions & Impact Unit (KIUSD). The role focuses on enhancing heat resilience strategies and integrating them into operational frameworks. The consultant will be responsible for developing methodologies to assess and monitor extreme heat resilience interventions, conducting research to identify strategic opportunities for impact, and creating knowledge services to assist project teams in addressing heat-related challenges. This position requires collaboration with various stakeholders, including government entities and NGOs, to ensure effective program delivery and communication of results. The consultant will also engage in client-facing activities, such as heat risk assessments and participatory mapping campaigns, contributing to the overall mission of reducing vulnerability to natural hazards and climate change.

Duties and Responsibilities:
The duties and responsibilities of the ET Consultant include:
  • Developing a portfolio review and monitoring methodology to assess World Bank Group financing related to extreme heat resilience interventions.
  • Conducting stock-taking reviews and desk research to identify strategic entry points for enhancing heat resilience.
  • Creating operational guidance for integrating extreme heat resilience into projects, collaborating with relevant departments.
  • Supporting the preparation and monitoring of annual work programs, including drafting business plans and progress reports.
  • Preparing communication materials such as blogs, presentations, and donor reports to showcase program achievements.
  • Supervising deliverables to ensure adherence to timelines and quality standards.
  • Engaging in strategic partner and donor dialogues through presentations and documentation.
  • Leading or co-authoring technical studies and knowledge products, coordinating with specialists.
  • Supporting the integration of heat resilience in lending operations and participating in operational missions as needed. 1
  • Ensuring quality assurance of outputs through technical review and editing.

Required Qualifications:
Candidates must possess an advanced degree (Master’s or equivalent) in fields such as public policy, economics, finance, international development, or environmental management. A minimum of eight years of relevant professional experience in areas such as disaster risk management, climate adaptation, public health, or urban resilience is required. Candidates should demonstrate technical expertise in urban heat resilience and international development finance, with familiarity in adaptation planning and climate risk analytics. Strong knowledge of the World Bank Group's mission and operational policies, particularly in disaster risk reduction and climate adaptation, is essential. Additionally, candidates should have an established professional network within GFDRR donor constituencies or development partner institutions, and the ability to work effectively with diverse stakeholders is crucial.

Educational Background:
The educational background required for this position includes an advanced degree, such as a Master’s degree or equivalent, in relevant fields like public policy, economics, finance, international development, or environmental management. This educational foundation is critical for understanding the complexities of disaster management and climate resilience.

Experience:
The position requires a minimum of eight years of relevant professional experience. This experience should ideally include work in disaster risk management, climate adaptation, public health, or urban resilience, with a focus on operations in developing country contexts.
