Job Overview: The Senior Human Resources Assistant is tasked with providing specialized operational and technical support in the administration of salaries, allowances, and staff entitlements. This role requires ensuring compliance with policies issued by the International Civil Service Commission (ICSC) and other administrative issuances, translating these into the Umoja/ERP system. The incumbent will be responsible for reviewing salary-related data, processing updates to salary scales, and maintaining various allowances and entitlements. The position also involves acting as a focal point for establishing new duty stations and analyzing documentation related to staff benefits and allowances. The role requires a high level of accuracy and compliance, as well as the ability to provide guidance and training to lower-level staff.
Duties and Responsibilities:
Salary and Allowance Administration: Review salary data submissions for completeness and compliance, analyze data, and process monthly updates to salary scales and allowances.
Pensionable Remuneration: Analyze and update remuneration scales for various staff categories, ensuring accuracy for senior officials.
Duty Station Data: Act as a focal point for establishing new duty stations, analyzing documentation, and updating entitlements.
Umoja/ERP Support: Maintain reference tables related to salaries and allowances, process currency change requests, and recommend system enhancements.
Work Schedules: Supervise the establishment of official holidays and work schedules for all duty stations.
Client Support: Review escalated requests for entitlements, conduct research on HR policies, and prepare reports.
Supervision: Provide guidance and training to new staff, ensuring quality assurance and knowledge transfer.
Required Qualifications: Candidates must possess a high school diploma or equivalent. A first-level university degree may reduce the required experience. The position requires a minimum of 10 years of progressively responsible experience in HR management, administration of benefits, and related areas. Candidates should have experience in data analysis, advising on HR issues, and using Excel and Word. Familiarity with ERP systems like Umoja or SAP is essential, and experience in recruitment processes and information systems management is desirable.
Educational Background: A high school diploma or equivalent is required for this position. A first-level university degree can reduce the minimum years of relevant experience required for candidates.
Experience: Candidates should have at least 10 years of progressively responsible experience in administration, HR management, and related fields. This requirement is reduced to 8 years for candidates with a first-level university degree or higher. Experience in data analysis, HR advisory roles, and using ERP systems is crucial for this position.
Languages: English is required for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. French is desirable, also at UN Level II proficiency. Candidates should be able to communicate effectively in both languages, particularly in a professional context.
Additional Notes: This position is subject to local recruitment, meaning applicants must be authorized to work in Germany. Those selected from outside the duty station will be responsible for relocation expenses. Local recruits are not eligible for international allowances or benefits.
