Job Overview: The Monitoring, Evidence, Accountability and Learning Officer will be a key member of the MEAL Department, working closely with all program and relevant support units at the area office, as well as the Country Office MEAL team. This position is crucial for supporting NRC Ukraine Area South programming by developing, coordinating, ensuring quality control, and implementing the MEAL system in practice. The officer will play a significant role in ensuring that data and evidence are collected, cleaned, and synthesized in a safe, inclusive, and ethical manner. Additionally, the officer will support the use of monitoring and evaluation findings for accountability, reporting, and program learning, thereby enhancing the overall effectiveness of NRC's humanitarian efforts in the region.
Duties and Responsibilities: The MEAL Officer will support the implementation of MEAL Standard Operating Procedures (SOPs) at the Area Office level. Key responsibilities include conducting and supervising quantitative and qualitative data collection for assessments, outcome monitoring, and evaluations. The officer will ensure timely and accurate entry, cleaning, and organization of monitoring and assessment data, contributing to data analysis and preparing summary reports for program use. The officer will also maintain MEAL databases and ensure proper filing and documentation of both digital and hard copies. Furthermore, the officer will support the verification of project activities, distributions, and beneficiary lists, assist in harmonizing data collection and reporting across projects and partners, and promote safe, inclusive, and ethical engagement with communities during monitoring and assessment activities. Specific responsibilities include ensuring follow-up of the MEL processes and tools throughout all project lifetimes, developing MEL tools for gathering information from the field, providing capacity building to local partners on MEL processes, and ensuring that monitoring data is reported in a timely manner to relevant reporting systems. The officer will also support project teams in improving the quality of monitoring and accurate reporting, assist in developing data collection methodologies, and maintain accurate documentation related to the MEL system.
Required Qualifications: The position requires 1 to 2 years of experience in Monitoring, Evaluation, Accountability, and Learning (MEAL) or data management, preferably in humanitarian or development settings. Candidates should possess knowledge of both quantitative and qualitative data collection and analysis, as well as strong database management skills and proficiency in Excel and digital data collection tools such as Kobo. A Bachelor’s degree or diploma in social sciences, statistics, or a related field is preferred. Additionally, fluency in spoken and written Ukrainian is mandatory, while knowledge of English is considered an advantage. Proficiency in Microsoft Office applications, including Word, Excel, PowerPoint, and Outlook, is required, and experience with Microsoft 365 tools such as SharePoint, Teams, OneDrive, and Planner is a plus.
Educational Background: Candidates for this position should have a Bachelor’s degree or diploma in social sciences, statistics, or a related field. This educational background is essential for understanding the complexities of data management and analysis within the context of humanitarian work, as well as for effectively engaging with various stakeholders involved in the MEAL processes.
Experience: The ideal candidate should have 1 to 2 years of relevant experience in MEAL or data management, particularly in humanitarian or development settings.
