Job Overview:
The IT Operations Officer (Head of DAS) will play a crucial role in leading the Digital Assistance Services (DAS) section within the WFP Ethiopia office. This position is pivotal in coordinating the digitalization of beneficiary management processes, ensuring that technology is effectively leveraged to enhance operational efficiency. The incumbent will work closely with various stakeholders, including country office and field office teams, to implement and manage digital solutions such as SCOPE. The role requires a strategic approach to technology implementation, focusing on improving beneficiary management and ensuring compliance with corporate guidelines. The officer will also be responsible for capacity building and training initiatives related to technology use within WFP and its partners, thereby enhancing the overall effectiveness of humanitarian assistance delivery.

Duties and Responsibilities:
  • Coordinate the digitalization of operations across Ethiopia, ensuring alignment with WFP's strategic objectives.
  • Liaise with key stakeholders, including CBT/IDM, activity managers, finance, and supply chain teams, to gather business requirements and contribute to technology plans.
  • Monitor and control the implementation of digital solutions to ensure compliance with corporate guidance and best practices.
  • Analyze implementation requirements and propose solutions, including budget estimates for technology initiatives.
  • Develop and coordinate technology-related training and capacity-building programs for WFP staff and partners, including new IT personnel supporting DAS solutions.
  • Ensure effective coordination of the local SCOPE Service Desk and operations section to support efficient operations.
  • Attend stakeholder meetings to prepare for and oversee implementations, ensuring all parties are informed and engaged.
  • Monitor SCOPE implementation and data integrity on the platform to ensure compliance and effective controls.
  • Collaborate with the CFM team to support the establishment of an efficient feedback mechanism for beneficiaries. 1
  • Produce monthly reports on DAS operations to provide strategic insights to management and stakeholders. 1
  • Undertake additional tasks as required to support the mission of WFP.

Required Qualifications:
Candidates must possess an advanced university degree in Information Systems, Information Technology, Computer Science, Data Science, or related fields. Alternatively, a first university degree with additional years of relevant work experience and/or training may be considered. The role requires a strong understanding of technology implementation in humanitarian contexts and the ability to coordinate multi-stakeholder efforts effectively.

Educational Background:
The ideal candidate should have an advanced university degree in a relevant field such as Information Systems, Information Technology, Computer Science, or Data Science. A first university degree combined with additional relevant work experience and training may also be acceptable. Continuous professional development through training and courses related to technology and humanitarian assistance is highly valued.

Experience:
A minimum of five years of progressively responsible professional experience in technology implementation, humanitarian or development program delivery, digital beneficiary management systems, data analysis, and multi-stakeholder coordination in complex operational environments is required. Experience in humanitarian contexts and with cash-based transfer programs is particularly desirable, as is hands-on experience with SCOPE and related solutions.

Languages:
Fluency in English (level C) is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly in the context of WFP's diverse operational environments.

This position is a Regular Consultant role with a contract duration of eleven months. The position is based in Addis Ababa, Ethiopia, and is classified at the CST-2 grade level.
