Job Overview:
The consultancy aims to provide technical and implementation support to the WHO Regional Office for the Western Pacific and priority Country Offices, particularly the Philippines Country Office. The focus is on strengthening integrated control and elimination of Neglected Tropical Diseases (NTDs) and malaria. The consultant will be responsible for planning, implementing, monitoring, and reporting on priority NTD and malaria interventions in alignment with national strategies and the WHO NTD Road Map 2021–203
  • This role emphasizes surveillance, mass drug administration, health commodity management, integrated approaches, and One Health interventions to accelerate progress towards elimination targets. The consultant will also support the consolidation and analysis of NTD surveillance data for regional and global reporting, ensuring high-quality data for decision-making and program planning.

Duties and Responsibilities:
  • Provide technical and analytical support for the management and supply of NTD health commodities, including planning, forecasting, and monitoring aligned with preventive chemotherapy schedules and elimination targets.
  • Support the consolidation, validation, and analysis of NTD surveillance and program data for regional and global reporting, contributing to improved data quality and completeness.
  • Advance integrated approaches for skin-related NTDs, ensuring alignment with primary health care and universal health coverage.
  • Deliver focused technical assistance to priority NTDs, including program planning, implementation, and resolution of operational challenges.
  • Provide technical support for mass drug administration (MDA) activities and One Health approaches for zoonotic NTDs, documenting good practices and lessons learned.
  • Participate in technical meetings and consultations to support the implementation of priority interventions.

Required Qualifications:
Essential qualifications include a university degree in science, medicine, public health, tropical medicine, epidemiology, medical parasitology, or entomology from a recognized university. Desirable qualifications include a master's degree or higher in the relevant fields, postgraduate training in program management, health products management, and evaluation, as well as research training such as a doctorate in a relevant topic. Candidates should possess thorough knowledge of neglected tropical diseases and their control/elimination, skills in health product management, strategic thinking, and program evaluation, and the ability to work in remote field conditions.

Educational Background:
Candidates must have a university degree in a relevant field such as science, medicine, public health, tropical medicine, epidemiology, medical parasitology, or entomology. A master's degree or higher is desirable, along with postgraduate training in program management and health products management. Research training is also beneficial.

Experience:
Candidates should have at least two to five years of work experience in public health disease control program activities, particularly in tropical disease control and elimination or research at the international level. Desirable experience includes health systems development and operational research, as well as familiarity with health partners' initiatives and working experience in the Philippines.

Languages:
Written and spoken fluency in English is essential for this position. Knowledge of other UN languages is considered an advantage, enhancing communication and collaboration in a diverse work environment.

Additional Notes:
The consultancy is expected to last up to 11 months, with remuneration set at Payband level A, amounting to USD 5,000 per month. An additional living allowance of up to USD 2,100 per month is payable only if the consultant is internationally recruited. The consultant may need to travel with appropriate approvals from supervisors.
