Job Overview: The Consultant position at UNESCO is focused on providing technical and operational support to initiatives aimed at enhancing media pluralism and diversity. The role involves working closely with the Director of the Division of Freedom of Expression, Media Development, Media and Information Literacy, and other key personnel to implement projects that strengthen public service and community media. The consultant will be responsible for offering actionable recommendations for policy development, capacity building, and ensuring gender equality in media representation. This position requires a proactive approach to resource mobilization and partnership development, as well as effective communication of project results. The consultant will also be tasked with monitoring and documenting initiatives funded by both regular and extra-budgetary budgets, ensuring that all activities align with UNESCO's strategic objectives.
Duties and Responsibilities: The consultant will undertake a variety of responsibilities, including:
Providing technical advice and project management support related to media pluralism and diversity, including actionable recommendations for strengthening public service and community media.
Offering recommendations for advancing gender equality in the media sector, addressing issues such as gender bias and representation.
Contributing technical input for projects funded by regular and extra-budgetary resources, ensuring effective project management tasks such as logistics and administration for meetings and events.
Supporting monitoring, reporting, and documentation processes, including preparing progress reports and communication materials.
Conducting analysis and research for resource mobilization, mapping potential donors, and maintaining contact details.
Maintaining communication and outreach channels, including updating UNESCO’s CI/FMD webpage and creating communication materials.
Delivering monthly progress reports and final reports summarizing findings and recommendations.
Required Qualifications: Candidates must possess an advanced degree in media, communications, public policy, or related fields. They should have at least five years of proven experience in media development, pluralism, diversity, and public service media. Additionally, a minimum of two years of project management experience related to communication and information is required. Knowledge of donor funding mechanisms and project management in transitional or fragile contexts is essential. Strong analytical, writing, and communication skills are necessary, and experience with UN agencies or international organizations is desirable.
Educational Background: An advanced degree in media, communications, public policy, or a related field is required for this position. This educational background is crucial for understanding the complexities of media development and the socio-political factors influencing media pluralism and diversity.
Experience: The position requires at least five years of relevant experience in media development, pluralism, and diversity, with a strong emphasis on public service and community media. Candidates should also have a minimum of two years of experience in project management and implementation, particularly in communication and information sectors. Familiarity with donor funding mechanisms and the ability to navigate project management in transitional or fragile contexts are also important.
Languages: Candidates must have excellent knowledge of English or French, with a good working knowledge of the other language. Proficiency in Spanish and other UN languages is considered an asset, enhancing the candidate's ability to engage with diverse stakeholders and partners.
