Job Overview:
The position of Senior Consultant for the OzonAction International Partnership Programme is critical to ensuring the continuity of operational support for the programme. The consultant will be responsible for maintaining, promoting, updating, and ensuring the usability of all jointly developed products with ASHRAE. This includes formally closing the 2024–2025 Work Plan through a final report and drafting and approving the 2026–2027 Biennial Work Plan. The consultant will also be tasked with sustaining partner relationships across UNEP, ASHRAE, government agencies, industry, and academia, ensuring coherence between the Partnership portfolio and related OzonAction initiatives. The consultant will work under the supervision of the Programme Management Officer and will be expected to provide technical, strategic, coordination, and implementation support for the review, quality assurance, deployment, dissemination, and continuous improvement of OzonAction knowledge tools and products. This role is essential for the effective operation of the OzonAction International Partnership Programme, which has expanded significantly since its establishment in 2016, necessitating systematic portfolio management and coordination with multiple global and regional partners.

Duties and Responsibilities:
The consultant will have a comprehensive set of duties and responsibilities, including but not limited to: coordinating, monitoring, and reporting on OzonAction International Partnership knowledge products and tools; engaging with partners and supporting CAP activity leaders for the dissemination and use of knowledge tools; conducting technical reviews and quality assurance for knowledge products; analyzing usage and providing improvement recommendations; and supporting the integration of knowledge products into relevant CAP projects. The consultant will also be responsible for developing and executing a structured dissemination and deployment plan for knowledge products, ensuring that they meet the needs of different OzonAction CAP Regional Networks. Additionally, the consultant will identify and coordinate suitable French- and Spanish-speaking subject-matter experts for dissemination activities and support the implementation of the ASHRAE–UNEP Work Plan components.

Required Qualifications:
Candidates must possess an advanced university degree (Master's degree or equivalent) in environmental sciences, environmental management, natural sciences, engineering, or a related discipline. A first-level university degree combined with two additional years of qualifying work experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is desirable. Candidates should have a minimum of ten years of progressively responsible experience in relevant fields, demonstrating a strong understanding of issues related to the refrigeration and air-conditioning sector, the Montreal Protocol, and the Kigali Amendment. Extensive experience in planning and managing workshops and training events, as well as strong communication and facilitation skills, are required. Candidates should also have excellent writing skills, strong organizational abilities, and a good understanding of national obligations arising from the Kigali Amendment.

Educational Background:
The educational background required for this position includes an advanced university degree (Master's degree or equivalent) in environmental sciences, environmental management, natural sciences, engineering, or a related discipline. Alternatively, a first-level university degree combined with two additional years of qualifying work experience may be accepted. Additionally, successful completion of both degree and non-degree programs in data analytics, business analytics, or data science programs is desirable, indicating a strong foundation in analytical skills that are crucial for the role.

Experience:
The position requires a minimum of ten years of progressively responsible experience in fields such as environment, engineering, technology, chemistry, or related areas. This experience should reflect a strong understanding of relevant issues, particularly in the refrigeration and air-conditioning sector, as well as expertise in the Montreal Protocol and the Kigali Amendment. Candidates should also have extensive experience in planning and managing workshops and training events, showcasing their ability to work with diverse stakeholders effectively.

Languages:
Fluency in oral and written English is mandatory for this position. Additionally, fluency in oral and written French is desirable, as it will facilitate communication and dissemination of knowledge products in French-speaking regions. The ability to communicate effectively in both languages will enhance the consultant's capacity to engage with a broader audience and support the dissemination of knowledge tools and products.

The consultancy is structured as a nine-month assignment, which is aligned with the operational needs of the UNEP OzonAction International Partnership Programme. The consultant will work remotely, providing flexibility in terms of work location.
