Job Overview: The Senior Management Position in Political Affairs at the OSCE Mission to Bosnia and Herzegovina involves overseeing the implementation of the Human Dimension programme. The successful candidate will be responsible for strategic planning, design" style="border-bottom: 1px dotted #007bff !important;">program design, and advising the Head of the Human Dimension Department on current trends and challenges. This role requires a deep understanding of the political landscape in Bosnia and Herzegovina, as well as the ability to manage and coordinate large teams effectively. The position demands excellent communication skills, both oral and written, and the ability to engage with various stakeholders to achieve the department's objectives. The candidate will also be expected to contribute to the development of policies and legislative objectives in cooperation with project managers, ensuring that the department's goals are met efficiently and effectively.
Duties and Responsibilities:
Ensure consistency and coordination in the implementation of the Human Dimension programme, optimizing the use of human and financial resources.
Support the achievement of policy and legislative objectives by preparing briefs and talking points for senior management.
Contribute to programme development by identifying lessons learned and best practices.
Manage departmental staff, ensuring effective communication and teamwork.
Make decisions on budget utilization in consultation with the Head of the Department, ensuring compliance with programme objectives.
Oversee operational and administrative matters related to staffing and recommend development programs as needed.
Perform any other duties as required to support the mission's objectives.
Required Qualifications: Candidates must possess diplomatic experience or experience working in political affairs with international organizations or governments. They should have a proven track record in preparing analytical reports, excellent communication and drafting skills, and knowledge of regional political history. Additionally, candidates should demonstrate diplomatic and negotiating skills, as well as some knowledge of OSCE principles and commitments. A strong understanding of the political situation in Bosnia and Herzegovina is essential, along with experience in managing democracy-building and human rights programs.
Educational Background: A second-level university degree in international studies, public policy, political science, law, or related fields is required. A first-level university degree combined with two years of additional qualifying experience may be accepted in lieu of the second-level degree. An advanced degree in a management discipline is considered an asset.
Experience: Candidates should have a minimum of 10 years of relevant, diversified, and progressively responsible professional experience, including at least 5 years at the management level relevant to the position. Experience in international organizations and managing large teams is crucial, particularly in post-conflict or transitional settings.
Languages: Professional fluency in English is mandatory, with excellent oral and written communication skills. Working knowledge of the official languages of Bosnia and Herzegovina is desirable but not mandatory.
Additional Notes: This position is classified as an international secondment and is a full-time role.
