Job Overview: The Procurement and logistics-manager" style="border-bottom: 1px dotted #007bff !important;">Logistics Manager will oversee the day-to-day operations related to the procurement of supplies and services for FHI 360's projects in Cameroon. This role is crucial for ensuring that procurement processes are efficient, compliant with organizational and donor requirements, and aligned with project needs. The manager will be responsible for developing and implementing procurement plans, managing supplier relationships, and ensuring that all procurement activities are conducted in a timely and cost-effective manner. The position requires a strategic approach to sourcing and logistics, with a focus on maximizing value for money while maintaining high standards of quality and compliance. The manager will also play a key role in training staff on procurement procedures and ensuring adherence to government regulations.
Duties and Responsibilities:
Manage the procurement process and inventory for various supplies and services, including office supplies, medical equipment, and pharmaceuticals.
Ensure compliance with procurement policies and procedures, and maintain an approved supplier database.
Lead strategic sourcing initiatives and conduct market assessments to support cost efficiency.
Oversee contract management activities, including drafting and monitoring service delivery.
Develop and implement procurement and logistics plans, budgets, and procedures.
Provide financial reporting and reconciliation of inventories, and approve invoices for expenditures.
Train staff in procurement and logistics procedures to ensure compliance with regulations.
Supervise procurement officers and support their professional development.
Act as a liaison during audits and compliance assessments, ensuring timely responses to findings. 1
Perform other duties as assigned.
Required Qualifications:
Bachelor's Degree or international equivalent in Business Administration or a related field.
5-8 years of experience in procurement and logistics management.
Strong communication skills, both oral and written, with the ability to articulate ideas clearly.
Comprehensive knowledge of procurement and logistics standards and practices.
Proficient in Microsoft Office and other relevant software.
Strong analytical and problem-solving skills, with the ability to interpret data and prepare reports.
Certification in procurement is preferred.
Ability to work independently and collaboratively with others.
Educational Background: A Bachelor's Degree in Business Administration or a related field is required. Candidates with international equivalents of this degree will also be considered. Additional certifications in procurement or logistics management are preferred and may enhance a candidate's qualifications.
Experience: Candidates should have 5-8 years of relevant experience in procurement and logistics management, preferably within a non-governmental organization (NGO) context. Experience in managing procurement processes, supplier relationships, and compliance with donor requirements is essential. Familiarity with the specific challenges and regulations related to procurement in the health sector is highly desirable.
Languages: Fluency in French is mandatory, as it is the primary language of communication in Cameroon. Proficiency in English is considered an asset and may be beneficial for communication with international partners and stakeholders.
Additional Notes: This position is full-time and based in Yaounde, Cameroon. The expected hiring salary range for this role is XAF 16,000,000 - 20,000,000 annually.
