Job Overview:
The EpiC Senior Finance & Operations Officer will play a crucial role in supporting the financial and operational aspects of the EpiC project in Cameroon, which is funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR). This position involves overseeing a team of zonal finance officers and providing essential support to the technical team regarding project finance and operations. The officer will coordinate with the FHI 360 Country Office and headquarters to ensure effective financial management and operational support. The role requires a strong focus on logistics, travel planning, and financial document management, all aimed at enhancing the delivery of HIV-related services to at-risk populations in Cameroon. The officer will be instrumental in ensuring that the project meets its objectives and contributes to the overall goal of achieving HIV epidemic control.

Duties and Responsibilities:
The EpiC Senior Finance & Operations Officer will be responsible for a variety of operational and financial duties. Operationally, the officer will assist in planning and managing meetings, workshops, and training sessions, ensuring that all logistical arrangements are in place. This includes coordinating travel authorizations and expense reports for staff, making travel arrangements such as hotel bookings and ticketing, and serving as the primary contact for logistical and financial needs of the project. Financially, the officer will maintain and update the filing system for financial reports, record project expenditures, verify invoices, and prepare monthly financial reports for all zones. The officer will also conduct reconciliations of bank and petty cash accounts, support the development of program budgets, and ensure that subawards finance reports are accurate and timely. Additionally, the officer will recommend purchasing strategies to reduce costs and perform other duties as assigned.

Required Qualifications:
Candidates must possess a Bachelor’s degree or its international equivalent in Finance, Accounting, or a related field. A minimum of 5-8 years of relevant experience in a similar business field is required. The ideal candidate should be detail-oriented, possess strong organizational skills, and have basic computer skills, including proficiency in Microsoft applications and SharePoint. Strong written and verbal communication skills in both English and French are essential. Experience with U.S. government rules and regulations, as well as working in an international NGO environment, is highly desirable. The ability to manage multiple tasks efficiently, identify risks, and communicate effectively with project staff and the country office is crucial.

Educational Background:
The position requires a Bachelor’s degree or its equivalent in Finance, Accounting, or other relevant qualifications. This educational background is essential to ensure that the candidate has the necessary knowledge and skills to manage financial operations effectively and comply with relevant regulations and standards.

Experience:
The candidate should have a minimum of 5-8 years of experience in a similar business field. This experience should include a strong understanding of financial management, operational support, and the ability to work within the framework of international development projects. Experience in managing financial documentation, reporting, and compliance with donor regulations is critical for success in this role.

Languages:
Proficiency in English and French is mandatory for this position. The ability to communicate effectively in both languages is essential for coordinating with diverse stakeholders and ensuring clear communication within the team and with external partners. Additional language skills may be considered an asset but are not required.

The expected hiring salary range for this role is XAF 11,500,000 to 15,000,000 annually for gross salary.
