Job Overview: The Finance Officer position is a critical role within the EpiC project, which aims to achieve HIV epidemic control among at-risk populations in Cameroon. The Finance Officer will oversee financial operations, ensuring compliance with accounting principles and practices, and will manage a team of Finance and Administrative Associates. This role requires a strong understanding of financial management in a non-profit context, particularly in relation to U.S. Government grants and Cameroonian tax law. The Finance Officer will be responsible for maintaining accurate financial records, preparing financial reports, and providing guidance to project staff on financial matters. The position also involves collaboration with various stakeholders, including government agencies and community organizations, to ensure the effective delivery of project services.
Duties and Responsibilities: The Finance Officer will perform a variety of duties including managing financial transactions, preparing monthly financial reports, and ensuring compliance with accounting standards. Specific responsibilities include: applying accounting principles to budgeting and forecasting; conducting training sessions for field programs on financial systems; reviewing monthly financial reports for accuracy; reconciling accounts and maintaining subsidiary ledgers; assisting with internal and external audits; preparing risk assessment reports; and advising on tax exemptions and financial efficiencies. The Finance Officer will also be involved in system design and implementation of control systems for financial management, ensuring that all financial practices align with internal policies and external regulations.
Required Qualifications: Candidates must possess a Bachelor's Degree or its international equivalent in Accounting, Business Administration, Finance, or a related field. A minimum of 5 years of progressively responsible experience in accounting, finance, and operational management is required, particularly in a government contracting environment. Knowledge of U.S. Government grants and auditing standards is essential, along with proficiency in spreadsheet software. Candidates should demonstrate excellent analytical and organizational skills, and have sensitivity to cultural differences and an understanding of the sociopolitical context in which they will operate.
Educational Background: The position requires a Bachelor's Degree or its equivalent in a relevant field such as Accounting, Business Administration, or Finance. This educational background is crucial for understanding the complexities of financial management within the context of non-profit organizations and government contracting.
Experience: The ideal candidate will have at least 5 years of relevant experience in accounting and finance, with a strong emphasis on operational management. Experience in a non-governmental organization (NGO) is preferred, as is prior team lead experience. Candidates should also have experience operating in insecure environments, which is critical for the context in which the EpiC project operates.
Languages: Fluency in French is required for this position, as it is the primary language of communication in Cameroon. Proficiency in English is preferred, as it may be necessary for communication with international stakeholders and partners.
Additional Notes: This position is full-time and offers a competitive salary range of XAF 9,000,000 - 11,000,000 annually.
