Job Overview:
The Programme Management Officer position is situated within the Climate Change Mitigation Unit of UNEP's Climate Change Division, which is responsible for delivering strategic guidance and high-impact actions to support the transition towards climate stability. The incumbent will play a crucial role in managing and implementing various programs and projects related to climate change mitigation, particularly focusing on the UN-REDD initiative aimed at reducing emissions from deforestation and forest degradation. The role requires a comprehensive understanding of program/project management processes, including planning, monitoring, budgeting, and coordination of implementation activities. The officer will be expected to work collaboratively with Member States and partners to enhance implementation capacity, provide data and information, improve access to finance and technology, and build resilience against climate change impacts. The position demands a proactive approach to identifying and addressing challenges in program implementation, ensuring alignment with global climate goals, and meeting the specific needs of Member States.

Duties and Responsibilities:
The incumbent will be responsible for a wide range of duties including:
  • Providing comprehensive program/project management and implementation assistance throughout all phases of the program/project cycle. This includes creating project documents, conducting research, compiling and analyzing data, and preparing budgets and forecasts.
  • Assisting managers in resource requirement elaboration for budget submissions, monitoring budget implementation, and recommending reallocations as necessary.
  • Reviewing legal instruments related to UN-REDD and facilitating their creation, serving as a focal point for audit queries, and coordinating implementation activities.
  • Establishing internal databases and managing data relevant to program/project activities, supervising office support staff, and assisting in data analysis and report preparation.
  • Performing other duties as required to support the overall objectives of the Climate Change Mitigation Unit.

Required Qualifications:
Candidates must possess a high school diploma or equivalent. A certification in PRINCE2 Foundation and Practitioner is desirable, along with relevant training in administration, human resources management, or a related area. The position requires a minimum of ten years of experience in program or project administration, finance, accounting, audit, or human resources, including technical cooperation across international contexts. Candidates with a first-level university degree may qualify with eight years of experience. Experience with REDD+ initiatives and Multi-Partner Trust Fund operations is essential, as well as familiarity with Enterprise Resource Planning systems such as Umoja. Experience in data analytics is also desirable.

Educational Background:
The educational background required for this position includes a high school diploma or equivalent. Candidates with a first-level university degree will have a reduced experience requirement, making them eligible for the position with eight years of relevant experience instead of ten. Additional certifications in project management methodologies such as PRINCE2 are considered advantageous.

Experience:
The position requires a minimum of ten years of relevant experience in program or project administration, finance, accounting, audit, or human resources, with a focus on international and interagency contexts. Candidates with a first-level university degree can qualify with eight years of experience. Experience in managing budgets, financial reporting, and coordination across multiple implementing partners is crucial. Familiarity with REDD+ initiatives and Multi-Partner Trust Fund operations is also required, along with experience in data analytics or related areas being desirable.

Languages:
English is the mandatory working language for this position, with a required proficiency level of UN Level II in reading, writing, listening, and speaking. French is also recognized as a working language of the United Nations, but proficiency in French is not mandatory for this position. Candidates are encouraged to demonstrate their language skills according to the UN Language Framework.

The appointment for this position is for an initial period of one year, with the possibility of extension based on the continued existence of the mandate and availability of funding.
