Job Overview: The Associate Legal Officer position is a seconded role at the P2 level within the UN common system, specifically designed for candidates nominated by participating States. The role involves providing legal support and advice to OSCE field operations and institutions, particularly in Eastern Europe, the Caucasus, Central Asia, and the Western Balkans. The successful candidate will conduct legal research and analysis, collaborate with colleagues across the organization, and assist in the preparation of legal documents and reports. Duties and Responsibilities: The Associate Legal Officer will be responsible for a variety of tasks, including: conducting research and preparing drafts on legal issues related to the OSCE's functions and activities; selecting and analyzing relevant international and national legal materials; providing preliminary interpretations of legal instruments; giving legal advice on limited scope issues; preparing background materials and reports for committees; synthesizing views on legal matters; drafting legal instruments such as contracts and agreements; and performing other duties as assigned by the Head of the Office of Legal Affairs. The role requires a proactive approach to problem-solving and the ability to work collaboratively with diverse teams.
Required Qualifications: Candidates must possess a first-level university degree in law, with a specialization in public international law. A minimum of four years of professional-level experience is required, including at least two years with a governmental or international organization. Candidates should demonstrate strong research, analytical, and problem-solving skills, as well as the ability to communicate effectively in English, both orally and in writing. A good command of German and/or Russian is desirable. Additionally, candidates should exhibit gender awareness and sensitivity, and the ability to work with individuals from diverse backgrounds while maintaining impartiality and objectivity.
Educational Background: The educational requirement for this position is a first-level university degree in law, which is equivalent to a Bachelor's degree. A specialization in public international law is essential to meet the demands of the role. Candidates with a second-level university degree (Master's degree) may qualify with a minimum of two years of professional experience instead of four years.
Experience: The position requires a minimum of four years of professional-level experience in legal roles, with at least two years of experience in a governmental or international organization. This experience should include a focus on public international law and the ability to navigate complex legal frameworks. Candidates should have a proven track record of conducting legal research and providing legal advice in a professional setting.
