Job Overview: The consultancy position is designed to provide targeted technical support to the Ministry of Health and Population (MOHP) in Egypt, particularly in the context of the UNFPA's new country programme for 2023-202
The consultant will work under the guidance of the UNFPA Reproductive Health Specialist, contributing specialized inputs to priority strategic areas. This includes strengthening the delivery of comprehensive, high-quality reproductive health services, with a focus on reducing preventable maternal mortality and morbidity, addressing unmet needs for family planning, and empowering women and girls. The consultant will also play a crucial role in integrating family planning into primary health care and ensuring the effective management of reproductive health commodities.
Duties and Responsibilities: The consultant will be responsible for coordinating with the MOHP on the development of national strategies and policies aimed at reducing medically unnecessary Cesarean Sections (CS). They will also develop a comprehensive note on regional midwifery best practices and challenges, support the development of the CS Investment Case, and adapt evidence-based global best practices to the local context. Additionally, the consultant will contribute to the improvement of primary health care service delivery, assess the implementation of the Comprehensive Basic Benefits Package (BBP), support integration with referral systems, and provide guidance on digital health and data systems. They will also facilitate expert meetings, develop policy briefs, and support knowledge management and policy dialogue efforts.
Required Qualifications: Candidates must possess an advanced university degree (PhD or equivalent) in Public Health, Medicine, or a related field. They should have 15-20 years of professional experience in reproductive and maternal health, with technical expertise in maternal health services, particularly in relation to Cesarean Sections and midwifery. Experience providing technical assistance to health ministries and familiarity with the Egyptian health system are essential. Previous experience with UN or UNFPA is considered an advantage. Strong analytical, strategic thinking, communication, and interpersonal skills are also required, along with the ability to produce high-quality technical reports in both English and Arabic.

Additional Notes: The consultancy contract is set to last from May 1, 2026, to March 31, 2027, with a maximum working schedule of 12 days per month. The consultant will work remotely from Cairo, Egypt, but may be required to attend physical or online meetings with the MOHP, UNFPA, or other relevant stakeholders. Payment will be made monthly based on the number of working days and deliverables submitted, and the consultant will need to provide a detailed timesheet outlining their work. Travel may be required for field visits within Egypt, with arrangements facilitated by UNFPA.
