Job Overview:
The WASH & Shelter Coordinator plays a crucial role in developing and implementing the sectoral and global programmatic strategy for SI Mozambique. This position is responsible for ensuring the quality, relevance, and consistency of WASH and Shelter interventions across the mission. The coordinator will supervise ongoing activities, strengthen technical capacities, and ensure compliance with SI standards and donor requirements. A significant aspect of this role is to support the launch of the DG INTPA project and mentor the Program Manager to be recruited. The coordinator will also be tasked with developing a pluriannual WASH and Shelter strategy for Mozambique, balancing emergency response with development opportunities.

Duties and Responsibilities:
The WASH & Shelter Coordinator will be responsible for several key duties, including:
  • Contributing to the development of proposals and strategic positioning in the WASH and Shelter sectors.
  • Developing and updating the mission’s pluriannual WASH and Shelter strategy.
  • Ensuring quality follow-up of ongoing WASH and Shelter activities across all operational bases.
  • Strengthening technical tools, planning, indicators, and reporting quality for ongoing projects.
  • Reinforcing coordination and representation with authorities, clusters, donors, and key partners in the WASH and Shelter sectors.
  • Supporting the launch and technical structuring of the DG INTPA development project.
  • Building the capacity of the Program Manager to be recruited and enhancing the technical supervision of the WASH team.

Required Qualifications:
Candidates must possess a strong technical background in WASH programming, including water supply, sanitation, hygiene promotion, and network rehabilitation. Experience in Shelter/NFI programming or the ability to supervise Shelter-related activities is essential. Strong project cycle management and technical supervision skills are required, along with a solid understanding of humanitarian standards, including Sphere, and donor compliance requirements. Proven ability to develop sectoral strategies, technical approaches, and capacity-building plans is necessary, as well as the ability to mentor Program Managers and reinforce the technical quality of field teams.

Educational Background:
A Master’s degree in Water Engineering, Civil Engineering, Public Health, Humanitarian Action, Environmental Engineering, or any other technical field related to WASH/Shelter/humanitarian programming is required for this position.

Experience:
Candidates should have 3 to 4 years of experience in the humanitarian sector, with 0 to 2 years in a similar position. This experience is crucial for effectively managing the complexities of the role and ensuring successful project implementation.

Languages:
Fluency in English is mandatory, while proficiency in Portuguese or Spanish is also required. These language skills are essential for effective communication within the team and with local stakeholders.

  • The role is based in Cabo Delgado, Mozambique, specifically in Pemba, with regular travel to field bases. The salary for this position starts from EUR 2860 gross per month, which includes a base salary and an annual leave allowance. Additionally, a monthly Per Diem of USD 750 is provided. SI covers accommodation costs and travel expenses. The organization also offers a comprehensive insurance package covering healthcare expenses and essential vaccinations. Living conditions in Pemba are relatively good for expatriates, with stable access to water and electricity, functional internet, and adequate accommodation.
