Job Posting Organization: The World Health Organization (WHO) Office in the occupied Palestinian territory serves as the principal technical adviser to the Palestinian Ministry of Health. Its mission is to provide advice and support to strengthen health services, address public health issues, and promote health research. Established to lead the humanitarian Health and Nutrition Cluster, WHO coordinates assistance provided by international and local partners to the health sector. The organization employs approximately 45 staff members across its offices in the West Bank and Gaza, including both international and local professionals with expertise in various fields such as medicine and public health nursing. WHO collaborates with numerous partners, including United Nations agencies, donors, non-governmental organizations, universities, and the private sector, to support the Palestinian Authority in achieving its national health development goals and ensuring coordinated efforts among all involved organizations.
Job Overview: The Health Information Systems Volunteer will play a crucial role in enhancing health governance and supporting evidence-based decision-making through the improvement of health information systems. The volunteer will assist the Ministry of Health in refining the national health information system architecture, enhancing interoperability across health programs, and strengthening the use of digital platforms such as DHIS
This position is designed to build national capacity in health data management, digital health tools, and the effective use of data for planning and decision-making. The volunteer will be responsible for tracking supply chains, managing partner pipelines, and supporting the establishment of a digital platform for transport requests, thereby contributing significantly to the operational efficiency of health logistics in the region.
Duties and Responsibilities: The Health Information Systems Volunteer will have a diverse set of responsibilities, including:
Supply ChainInformation Management: - Track the corridor supply chain end-to-end by consolidating existing WHO supply monitoring datasets with partner supply chain data. - Create dashboards for donor-specific shipment information and incoming supplies. - Monitor and report the number of pallets and trucks entering Gaza, ensuring data is shared with the Country Office. - Assist in conducting data quality checks related to stock management and transport.
Partner Pipeline Management: - Request weekly updates from Health Logistics Working Group (HLWG) partners and consolidate submissions into the HLWG dashboard. - Ensure accurate and timely display of partner data. - Support partners in understanding data reporting templates and resolving discrepancies.
Partner Request Management Platform: - Assist in establishing a digital platform for transport support requests from partners. - Coordinate with the Logistics Coordination Cell for timely review and prioritization of requests. - Maintain records of decisions made by senior management.
Reporting and Analysis: - Produce weekly and monthly analytical reports for senior management. - Provide visualizations and summaries for internal meetings and donor reporting. - Respond to ad hoc information requests from management and partners.
Required Qualifications: Candidates must possess strong analytical skills and a solid understanding of health information systems. They should demonstrate agility, accountability, adaptability, and flexibility in their work. Effective planning and organizing skills are essential, along with the ability to think analytically and solve problems. Integrity and professionalism are critical, as is a commitment to continuous learning. Strong communication and interpersonal skills are necessary for teamwork and collaboration, as well as cultural sensitivity and inclusiveness.
Educational Background: A degree in public health, health information management, or a related field is required. Candidates with advanced degrees or specialized training in health data management or digital health tools will be preferred. Knowledge of health systems and experience in health program implementation will be advantageous.
Experience: The position requires prior experience in health information systems, data management, or related fields. Experience working with international organizations or in humanitarian settings is highly desirable. Candidates should have a proven track record of managing data and supporting health programs effectively.
Languages: Fluency in English is mandatory, as it is the primary language of communication within the organization. Proficiency in Arabic is highly desirable, given the local context and the need for effective communication with partners and stakeholders in the Palestinian territory. Knowledge of additional languages may be considered an asset.
Additional Notes: The position offers an initial contract of 6 months, with the possibility of extensions based on funding availability, operational necessity, and satisfactory performance. A Volunteer Living Allowance (VLA) of 9400 ILS is provided monthly to cover housing, utilities, and living expenses. The contract includes life, health, and permanent disability insurance, covering health insurance for up to three dependents, as well as an exit allowance for satisfactory service.
