Job Overview:
The System Level Expert (Architecture and System Engineering) position is critical within the Engineering Division of the Maastricht Upper Area Control Centre (MUAC). The selected candidate will be responsible for providing technical expertise and guidance in the design and modernization of systems and their architecture. This role requires ensuring seamless integration, scalability, and maintainability of systems while adhering to safety, security" style="border-bottom: 1px dotted #007bff !important;">security, quality, and regulatory standards throughout the project lifecycle. The expert will work closely with various stakeholders to align on project objectives and deliverables, analyze non-functional requirements, and propose efficient solutions for improvement. The position also involves preparing regulatory compliance justifications and coordinating certification activities for ATM/ANS equipment, making it essential for the candidate to stay updated on technological developments and best practices in the field.

Duties and Responsibilities:
The duties and responsibilities of the System Level Expert include:
  • Providing technical expertise and guidance for system design and modernization projects.
  • Specifying a coherent set of testable technical requirements at the system level based on various inputs.
  • Analyzing and specifying non-functional requirements to identify areas for improvement.
  • Collaborating with internal teams, external suppliers, and end-users to ensure alignment on standards and project objectives.
  • Identifying architectural risks and technical challenges, assessing their impact, and defining mitigation strategies.
  • Preparing regulatory compliance justifications for technical systems.
  • Coordinating certification activities for ATM/ANS equipment and representing MUAC in technical compliance bodies.
  • Defining and maintaining system-level technical specifications for externally developed solutions.
  • Analyzing change proposals and ensuring coherent implementation in line with architectural guidelines. 1

Required Qualifications:
Candidates must possess relevant third-level studies in fields such as Engineering or Computer Science, meeting the European Qualifications Framework (EQF) Level 6, along with at least 4 years of relevant professional experience, or EQF Level 7 with at least 3 years of experience. Additionally, candidates should have experience in specifying and documenting system requirements, architecting complex systems, and managing the integrated lifecycle of user and system requirements. Knowledge of modern IT technologies and architectural principles is essential, along with technical drafting skills in English. Experience in ATM systems is considered a strong asset, and candidates should demonstrate strong communication, customer focus, problem-solving, and analytical thinking skills.

Educational Background:
The educational background required for this position includes completion of relevant third-level studies in Engineering or Computer Science, which must meet the European Qualifications Framework (EQF) Level 6 or Level
  • This educational foundation is crucial for understanding the complexities of system architecture and engineering within the context of air traffic management.

Experience:
The position requires candidates to have a minimum of 4 years of relevant professional experience if they hold a Level 6 qualification, or at least 3 years if they possess a Level 7 qualification. This experience should include work in specifying, documenting, and refining system requirements, as well as architecting complex systems that demand high reliability and security. Familiarity with the integrated lifecycle management of requirements and compliance evidence is also necessary.

Languages:
Proficiency in English at level C1 is mandatory for this position, as it is the working language of the Agency. Knowledge of French is also beneficial, as it is one of the official languages used within EUROCONTROL. Candidates must demonstrate their language skills in accordance with the Common European Framework of Reference for Languages (CEFR).

Additional Notes:
The position is classified as an Administrator role at job levels AD6-AD9, with a duration of 5 years, subject to renewal or conversion under specific conditions. The selected candidate must reside in or near Maastricht to fulfill their duties effectively. The working arrangement is hybrid, allowing for a combination of onsite and remote work, although full-time remote work is not permitted. Candidates must complete a probationary period of nine months before being established in the post. The appointment will be made in accordance with the General conditions of employment governing servants at the EUROCONTROL Maastricht Centre.
