Job Overview:
The Team Leader Technical Facilities Team will be responsible for overseeing the Technical Facilities team within the Maastricht Upper Area Control Centre. This role involves planning, driving, and monitoring the team's output, ensuring that all technical maintenance activities are performed in accordance with safety, quality, and security" style="border-bottom: 1px dotted #007bff !important;">security standards. The successful candidate will be expected to address performance issues, foster development through training and mentoring, and ensure that the team meets its objectives aligned with the Multi Year Maintenance Plan. The position requires a proactive approach to identifying and implementing process improvements to enhance service delivery while balancing quality and cost-effectiveness. The Team Leader will also establish and maintain relationships with external suppliers and manage project activities to ensure successful execution.

Duties and Responsibilities:
The duties and responsibilities of the Team Leader Technical Facilities Team include:
  • Planning and monitoring the output of the Technical Facilities team, including resource allocation and performance evaluation.
  • Addressing performance issues and knowledge gaps within the team, fostering development through training and mentoring.
  • Ensuring compliance with safety, quality, and security systems during technical maintenance activities.
  • Monitoring power quality and electrical load management, analyzing deviations, and implementing corrective actions.
  • Supporting budget and resource planning to align team activities with organizational objectives.
  • Identifying and implementing process and technical improvements to enhance service delivery.
  • Establishing relationships with external suppliers, defining technical specifications, and monitoring contractual compliance.
  • Managing project activities, including resource coordination and collaboration with other teams.
  • Tracking and reporting team progress against objectives, making adjustments as necessary. 1
  • Preparing technical documents, policies, and reports in compliance with organizational standards. 1
  • Carrying out any other tasks in line with the main purpose of the job.

Required Qualifications:
Candidates must have completed third-level studies in Electrical, Electro-mechanical, or Mechanical Engineering, meeting EQF Level 6 or higher, along with a minimum of 4 years of relevant professional experience. Internal candidates may refer to the intranet for equivalency of in-house experience. Additional certifications such as BHV (Primary Intervention Team), NEN1010, NEN3140, and VCAVOL are advantageous and may be required by the end of the probation period. Experience with electrical, electro-mechanical, and HVAC systems, as well as people management and maintenance management systems, is essential. Project management and stakeholder management skills are also required, along with technical writing skills in English.

Educational Background:
The educational background required for this position includes a degree in Electrical, Electro-mechanical, or Mechanical Engineering, which must meet the European Qualifications Framework (EQF) Level 6 or higher. This educational foundation is critical for understanding the technical aspects of the role and ensuring compliance with safety and quality standards in facility management.

Experience:
Candidates should possess a minimum of 4 years of relevant professional experience in the field of electrical, electro-mechanical, or HVAC systems. Experience in people management or supervision is essential, as is familiarity with maintenance management systems and Building Management Systems. Project management experience is also necessary to effectively manage resources and timelines for various projects.

Languages:
Proficiency in English and Dutch at level C1 is mandatory for this position, as the working languages of the Agency are English and French. Candidates must demonstrate their language skills in accordance with the Common European Framework of Reference for Languages (CEFR). Knowledge of additional languages may be considered an asset but is not required.

Additional Notes:
The position is a full-time role with a duration of 5 years, with the possibility of renewal or conversion under certain conditions. The selected candidate must reside in or near Maastricht to fulfill the job requirements effectively. The working arrangement follows a hybrid model, allowing for a combination of onsite presence and remote work, subject to managerial approval. Candidates must be aware that full-time remote work is not permitted. The contract may be renewed multiple times, but the total duration, including all renewals, cannot exceed nine years.
