Job Overview: The Programme Manager will oversee the operationalization of a KOICA-funded project aimed at enhancing women's economic empowerment through digital technologies in Pakistan. The role involves managing project implementation, ensuring compliance with donor requirements, and delivering high-quality results. The Programme Manager will lead capacity-building initiatives for young women aged 18 to 35, focusing on digital literacy and creating an enabling environment for their entry into the technology sector. This includes coordinating with industry leaders, government departments, and private sector organizations to facilitate mentorship and experience-sharing opportunities. The position requires strategic partnership building and resource mobilization to ensure project sustainability and success.
Duties and Responsibilities:
Lead Programme Management, Implementation, and Reporting: Oversee the KOICA-funded project, ensuring milestones and deliverables are met. Manage operational, administrative, and financial aspects, including budget tracking and compliance with UN Women policies. Prepare high-quality donor reports and project documents.
Coordinate and promote women's economic empowerment: Liaise with stakeholders in the technology sector to enhance women's access to resources and expertise. Facilitate exchange visits for project beneficiaries to Korea.
Build strategic partnerships: Establish and maintain partnerships with key stakeholders, mobilizing resources for project sustainability.
Advocate and promote knowledge building: Identify capacity-building needs and provide technical support to partners. Document project learnings and develop evidence-based products.
Required Qualifications: Candidates must possess a Master's degree or equivalent in Development Economics, Management Sciences, Gender Studies, International Development, Social Sciences, or a relevant field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of a Master's degree. Candidates should have strong analytical and managerial skills, experience in integrating gender perspectives into economic policy, and the ability to produce impactful communications materials.
Educational Background: A Master's degree in a relevant field is required, with a first-level university degree acceptable if accompanied by additional qualifying experience. The educational background should reflect a strong foundation in development economics, gender studies, or related disciplines.
Experience: Candidates should have at least five years of progressively responsible experience in programme management, with a proven track record in annual work plan development, donor reporting, and budget management. Experience with KOICA-supported projects and familiarity with UN Women or broader UN programme management systems is desirable. Knowledge of Results-Based Management and project management methodologies such as PRINCE2 or PMP is an asset.
Languages: Fluency in English is mandatory. Working knowledge of another official UN language (such as French, Arabic, Chinese, Russian, or Spanish) is considered an asset, enhancing the candidate's profile for the position.
