Job Overview:
The Programme Policy Officer position focuses on adaptive social protection evidence generation and dissemination under the Global Shield against Climate Risks initiative in Pakistan. This role involves collaborating with federal and provincial government counterparts and stakeholders to produce reports, technical papers, policy briefs, and learning materials. The officer will lead the implementation of evidence generation activities, ensuring that social protection delivery systems are equipped to address climate shocks effectively. The position requires a strong emphasis on learning and knowledge management, contributing to assessments linking social protection systems with disaster risk financing, and supporting the design of provincial-level learning processes. The officer will also facilitate exchanges of learning among government stakeholders in Pakistan and other countries engaged in similar initiatives, enhancing the effectiveness of adaptive social protection systems.

Duties and Responsibilities:
The incumbent will be responsible for leading and coordinating the implementation of evidence generation and dissemination activities related to adaptive social protection. Key responsibilities include:
  • Leading the production of reports, technical papers, policy briefs, and learning materials in collaboration with government counterparts and stakeholders.
  • Documenting lessons learned and best practices for internal knowledge management and reporting.
  • Contributing to assessments on linking social protection systems with disaster risk financing, providing technical guidance on research design and data collection.
  • Supporting the feasibility assessment of establishing a parametric insurance scheme linked to social protection.
  • Designing and delivering provincial-level learning processes to evaluate the effectiveness of adaptive social protection.
  • Facilitating learning exchanges among stakeholders in Pakistan, Bangladesh, and the Philippines.
  • Supporting additional tasks within the job level of expertise as required.

Required Qualifications:
Candidates must possess excellent analytical, writing, and communication skills, with the ability to synthesize complex technical information into clear recommendations. Strong diplomatic and facilitation skills are essential for managing cross-sectoral collaboration and stakeholder engagement. The ability to work independently under tight timelines is also required. Candidates should demonstrate a proven track record in conducting analytical research and producing evidence and learning products for policy and program design, as well as experience in policy advisory work and multi-stakeholder coordination.

Educational Background:
An advanced university degree (Master’s) in Social Protection, Public Policy, Development Studies, Economics, Disaster Risk Management, or Climate Change is required. Alternatively, a first university degree with two additional years of related work experience and/or training is acceptable. All educational documents must be verified by the Higher Education Commission (HEC).

Experience:
A minimum of three years of progressively responsible experience in social protection, disaster risk management, climate resilience, or related fields is required. Candidates should have a proven track record in conducting analytical research and producing evidence and learning products for policy and program design, including experience in consultation and validation meetings. Demonstrated experience in policy advisory work, supporting governments in aligning national strategies with global frameworks, and extensive experience in multi-stakeholder coordination is essential.

Languages:
Fluency in both oral and written communication in English and Urdu is mandatory. Knowledge of the local language of Khyber Pakhtunkhwa or Punjab is desirable, enhancing communication with local stakeholders and communities.
