Job Overview: The Programme Management Officer position is crucial for the effective development, planning, implementation, and evaluation of human rights programs and projects within the South-East Asia Regional Office in Bangkok. The officer will be responsible for monitoring and analyzing the progress of these programs, identifying challenges, and proposing solutions to ensure successful outcomes. This role requires a strong analytical mindset, as the officer will gather and present information from various sources to inform policy development and program adjustments. The officer will also engage in outreach activities, conduct training workshops, and support consultative meetings, thereby playing a key role in enhancing the capacity of stakeholders in the region. The position demands a proactive approach to project management, ensuring that all activities align with the strategic goals of the OHCHR and contribute to the promotion of human rights in the region.
Duties and Responsibilities: The Programme Management Officer will undertake a variety of responsibilities, including but not limited to: participating in the development and planning of programs/projects; monitoring and analyzing their implementation; reviewing relevant documents and reports; identifying problems and proposing corrective actions; conducting research and analysis; assisting in policy development; designing data collection tools; preparing written outputs such as reports and background papers; managing projects and evaluations; providing support for meetings and conferences; conducting outreach activities and training workshops; coordinating budget-related activities; collecting and analyzing data to identify trends; and ensuring documentation of requirements for data analysis. The officer will also be expected to perform other duties as required, demonstrating flexibility and adaptability in a dynamic work environment.
Required Qualifications: Candidates must possess a strong understanding of project and program management principles, with the ability to analyze and resolve issues effectively. Professionalism is essential, as the officer will be expected to demonstrate competence in their subject matter and maintain high standards of efficiency and integrity. The ability to work collaboratively in a team setting is crucial, as is the capacity to plan and organize work effectively. The officer should also be able to incorporate gender perspectives into their work and ensure equal participation of all individuals in program activities. Strong analytical skills and the ability to convey complex information clearly are also required.
Educational Background: An advanced university degree (Master’s degree or equivalent) in business administration, management, economics, or a related field is required. Alternatively, a first-level university degree (Bachelor’s degree or equivalent) combined with two additional years of qualifying work experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage, reflecting the importance of data-driven decision-making in this role.
Experience: A minimum of five years of progressively responsible experience in project or program management, administration, or a related area is required. Experience within the United Nations Common System or similar international organizations, particularly in project/program management, evaluation, or strategic planning, is desirable. Additionally, experience related to human rights and social work, as well as familiarity with results-based management, will be beneficial for candidates applying for this position.
Languages: English is the mandatory working language for this position, with a required proficiency level of UN Level II in reading, writing, listening, and speaking. French is also recognized as a working language of the United Nations, and proficiency in French may be considered an asset, although it is not mandatory for this role.
