Job Overview:
The Finance Manager for Sudan and Chad plays a critical role in overseeing the financial management of the organization, ensuring compliance with Relief International's policies, donor regulations, and local laws. This position requires a proactive approach to identifying and managing financial risks, particularly in relation to workforce structures, legal liabilities, and donor funding limitations. The Finance Manager serves as a key advisor to senior leadership, providing insights that inform operational decisions and protect the organization from unfunded liabilities. The role encompasses a wide range of responsibilities, including financial strategy development, budgeting, financial planning, reporting, compliance, and grant management, all aimed at ensuring the financial sustainability and accountability of the organization.

Duties and Responsibilities:
The Finance Manager will lead the development and implementation of financial strategies that align with the organization's priorities and funding realities. Key responsibilities include providing strategic financial advice to senior management, overseeing the budgeting process, ensuring compliance with donor regulations, and managing financial reporting. The Finance Manager will also be responsible for cash flow management, internal controls, and audit preparation. Specific duties include leading the development and monitoring of master budgets, preparing monthly financial statements, managing cash flow forecasts, ensuring compliance with financial policies, and supporting grant financial management throughout the lifecycle. Additionally, the Finance Manager will assess partners' financial management capabilities, provide training, and ensure timely payments to partners. Required Qualifications:
Candidates must possess a Bachelor's degree from a recognized university, preferably with a major in finance or accounting, along with a professional finance qualification such as ACCA, CPA, or CIMA. A minimum of 5 years of progressive finance experience is required, including at least 3 years in a managerial role within the international non-governmental organization (INGO) or humanitarian sector. Proficiency in financial management software, particularly NetSuite, and advanced skills in Microsoft Office are essential. Candidates should demonstrate experience in developing and implementing financial strategies, possess strong problem-solving skills, and have the ability to work under pressure while meeting tight deadlines. Excellent communication skills, including negotiation and relationship management, are also necessary.

Educational Background:
The ideal candidate should have a Bachelor's degree in finance, accounting, or a related field from a reputable institution. A professional finance qualification such as ACCA, CPA, or CIMA is highly desirable, as it demonstrates a commitment to the finance profession and a deep understanding of financial principles and practices.

Experience:
The position requires a minimum of 5 years of relevant finance experience, with at least 3 years in a managerial capacity within the INGO or humanitarian sector. Candidates should have a proven track record of managing finance operations, developing financial strategies, and ensuring compliance with donor regulations and local laws. Experience in financial management within the context of humanitarian assistance or development programs is particularly valuable.

Languages:
Fluency in written and spoken English is mandatory, as it is essential for communication with international stakeholders and reporting. Proficiency in French is considered a valuable asset, as it may facilitate communication with partners and stakeholders in French-speaking regions.
