Job Overview:
The Regional Safeguarding Advisor (RSA) plays a crucial role in providing technical guidance and support to prevent, detect, and address safeguarding issues within Mercy Corps' East Africa programs. This position is responsible for ensuring that appropriate survivor support mechanisms are established and that safeguarding risks are effectively assessed and mitigated. The RSA will work closely with country teams to implement Mercy Corps' safeguarding approach, including the rollout of Safeguarding Core Standards. The role involves assessing safeguarding risks to vulnerable populations, developing plans to mitigate these risks, and ensuring that safeguarding considerations are integrated into program proposals and operations. The RSA will also be responsible for providing regular updates on safeguarding issues and collaborating with various teams to enhance safeguarding systems and awareness across the organization.

Duties and Responsibilities:
The RSA's duties include training and awareness-raising efforts to ensure that safeguarding measures are integrated into programs and operations. This involves adapting existing resources for the regional context, creating training content, and supporting in-country safeguarding roles. The RSA will provide technical guidance to program teams and ensure that communities understand their rights and reporting options. Additionally, the RSA will support the rollout of Core Safeguarding Standards, assist in strategic planning, and engage with all functions to implement minimum mitigation measures. The role also includes supporting survivor response and ensuring that adequate resources are available for survivors. The RSA will represent Mercy Corps in relevant sector groups and provide technical support regarding donor requirements on project proposals.

Required Qualifications:
Candidates must possess a Bachelor's degree, with a Master's degree or equivalent in a relevant field preferred. A minimum of four years of professional experience in the development or humanitarian sector, particularly in gender-based violence or safeguarding, is required. Candidates should have a deep understanding of safeguarding principles, donor standards, and best practices. Experience in emergencies or complex contexts is preferred, along with experience in conducting safeguarding investigations. Excellent oral and written English skills are mandatory, and fluency in additional regional languages is desirable. Candidates should have experience designing and delivering safeguarding training and possess strong interpersonal and communication skills.

Educational Background:
A Bachelor's degree is required for this position, with a preference for candidates holding a Master's degree or equivalent in fields related to Humanitarian or International Development. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and understanding of the complexities involved in safeguarding and humanitarian work.

Experience:
The position requires at least four years of professional experience in the development or humanitarian sector, with a focus on safeguarding and gender-based violence. Candidates should have a proven track record of working in complex and high-risk environments, demonstrating their ability to navigate challenges and implement effective safeguarding measures. Experience in conducting safeguarding investigations is also preferred, as it indicates a deep understanding of the issues at hand and the ability to respond appropriately to safeguarding concerns.

Languages:
Fluency in English is mandatory for this position, as it is essential for effective communication and reporting. Additionally, proficiency in other regional languages is considered a valuable asset, as it can enhance engagement with local communities and stakeholders, facilitating better understanding and implementation of safeguarding measures.

Additional Notes:
The position may be based in any Mercy Corps East Africa country of registration, and there is an emphasis on ongoing learning, with team members encouraged to dedicate 5% of their time to personal and professional development activities. The role does not involve direct supervision but includes oversight of in-country safeguarding managers and focal points.
