Job Overview:
The People & Culture Officer plays a crucial role in supporting the implementation of the People & Culture workplan across various functional areas within UNICEF. This position is designed to provide technical, analytical, and advisory support, ensuring that HR services are aligned with UNICEF's policies and organizational priorities. The officer will engage in HR Business Partnering, analyzing workforce needs, and providing input to HR solutions. The role also involves reviewing and interpreting HR policies and processes, contributing to the resolution of HR-related matters through evidence-based recommendations. The officer will work under the supervision of the People & Culture Specialist, contributing to the overall effectiveness of HR services in the organization.

Duties and Responsibilities:
  • Business Partnering: Conduct research on policies and analyze data to support the HR Business Partner in advising clients on HR-related needs and developing action plans. Provide timely and accurate advice on HR processes and policies, ensuring a high level of client orientation. Proactively advise clients on resolving HR issues, recommending equitable solutions that protect both staff and organizational interests. Compile data to convey organizational progress towards gender equity and cultural diversity.
  • Strategic Human Resources: Liaise with HQ Divisions, regional, and country offices to support corporate HR strategy formulation and implementation. Research and provide data to inform improvements in HR systems, policies, and processes. Stay updated on best practices in HR management and contribute to the development of global policies and procedures.
  • Support to Implementation of HR Services: Provide support in various HR functions such as recruitment, job classification, career development, performance management, and learning & development. Analyze casework issues and recommend solutions based on established guidelines.
  • Learning and Capacity Development: Collaborate with business owners to design and deliver learning plans for staff. Map competencies for all staff in the assigned client portfolio and assist in developing a talent pipeline framework. Research cost-effective learning products and participate in capacity-building initiatives.
  • HR Data Analytics: Collect, interpret, and analyze HR data to inform decision-making on HR processes and strategies. Support the development of data collection systems to optimize data quality and coordinate with country offices for HR information management.

Required Qualifications:
The ideal candidate should possess strong analytical and advisory skills, with a deep understanding of HR policies and processes. They should demonstrate excellent communication and interpersonal skills, with the ability to work collaboratively with diverse stakeholders. A strong commitment to gender equity and cultural diversity is essential, along with the ability to provide evidence-based recommendations. The candidate should also be adaptable and flexible, with a proactive approach to problem-solving.

Educational Background:
A bachelor's degree in Human Resources, Business Administration, Social Sciences, or a related field is required. A master's degree in a relevant area would be an advantage. The candidate should have a solid understanding of HR principles and practices, as well as knowledge of the UN system and its policies.

Experience:
Candidates should have at least 2-3 years of relevant experience in human resources management, preferably within an international organization or the UN system. Experience in HR data analytics and strategic HR management is highly desirable. The candidate should demonstrate a track record of successfully implementing HR initiatives and providing advisory support to clients.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of Urdu or other local languages is considered an asset, as it would facilitate communication with local stakeholders and communities.

Additional Notes:
This position is a national UNV assignment, meaning that the volunteer will be responsible for arranging their own housing and living essentials. A Volunteer Living Allowance (VLA) of PKR 131,372/- is provided monthly to cover housing, utilities, and living expenses. The assignment includes life health and permanent disability insurance, health insurance for up to three dependents, and a resettlement allowance for satisfactory service. The position is full-time and requires a commitment to the mission and values of UNICEF.
