Job Overview:
The Service Operations Assistant will play a crucial role in supporting the digital transformation of the Agency for the Management of Highly Specialized Social Services (AGSSSI) in Moldova. This position is integral to streamlining administrative processes, standardizing institutional data management, and establishing a scalable digital foundation for future automation and analytics. The assistant will work closely with the UNDP Digital Transformation Manager and the Digital & Data Analyst to enhance the efficiency and effectiveness of social protection services in Moldova. The role involves reviewing existing workflows, identifying inefficiencies, and implementing basic digital solutions to improve data management and service delivery. The assistant will also contribute to the development of user-friendly digital tools and support the integration of data across various units, ensuring that the Ministry of Labour and Social Protection can better meet the needs of its beneficiaries.

Duties and Responsibilities:
The Service Operations Assistant will be responsible for a variety of tasks aimed at improving the operational efficiency of AGSSSI. Key duties include:
  • Supporting process review and improvement by assisting in the evaluation of current administrative and operational processes, identifying inefficiencies, overlaps, and manual steps in workflows, and documenting processes with suggested improvements.
  • Implementing basic digital and data solutions by creating and maintaining user-friendly digital tools for administrative tasks, setting up data tracking files, and ensuring consistent data entry across units.
  • Providing support for data integration and use by assisting in consolidating existing data sources, organizing data for improved reporting, and troubleshooting digital tools used by staff.
  • Delivering practical guidance to staff on the use of spreadsheets and digital tools, and performing other duties as necessary for the efficient functioning of the office and organization.

Required Qualifications:
Candidates must possess a minimum of secondary education, with a university degree in IT/Computer Sciences, Engineering, Business Administration, Public Administration, or a related field being advantageous. A minimum of 5 years of relevant work experience is required for candidates with a high school diploma, or 2 years for those with a bachelor’s degree. Candidates should have experience in technical support, software development, or digital transformation, and must demonstrate proficiency in using computers, office software packages, and web-based management systems. Desired skills include advanced proficiency in spreadsheet tools, operational support experience in public or private sectors, and familiarity with governmental digital platforms.

Educational Background:
The educational background required for this position includes at least a secondary education. A university degree in fields such as IT/Computer Sciences, Engineering, Business Administration, or Public Administration is preferred but not mandatory. Candidates with relevant experience may be considered even if they do not hold a degree in the specified fields.

Experience:
The position requires a minimum of 5 years of progressively responsible experience in technical support, software development, or digital transformation for candidates with a high school diploma. For those with a bachelor’s degree, a minimum of 2 years of relevant experience is necessary. Candidates should have a proven track record of providing operational and administrative support, particularly in contexts related to digital platforms and governmental organizations.

Languages:
Fluency in Romanian and English is mandatory for this position. Additionally, knowledge of one or more minority languages relevant to Moldova, such as Russian, Romani, Gagauzian, Bulgarian, Ukrainian, or sign language, is considered an asset and may enhance a candidate's application.
