Job Overview:
The MEAL Officer position is crucial for supporting the Programs in effectively implementing the Core Competency (CC) projects. The role involves adhering to NRC policies and procedures while contributing to the development of CC concept notes and providing input on needs assessments. The MEAL Officer will be responsible for regular progress reporting to the Area Manager (AM), Project Managers (PMs), and the coordinator" style="border-bottom: 1px dotted #007bff !important;">MEAL Coordinator/Team Leader. This position also entails the development and management of a data management system, ensuring standardized information flow for MEAL activities and reporting. The MEAL Officer will assist in developing data collection methodologies and tools, and will be involved in actual data collection as needed. Additionally, the role includes capacity building and training of program staff on MEAL technical and conceptual areas, promoting Protection from Sexual Exploitation and Abuse (PSEA) and safeguarding practices across the country office, and standardizing MEAL processes across various projects.

Duties and Responsibilities:
The MEAL Officer will have a comprehensive set of duties and responsibilities, including but not limited to: supporting the standardization of MEAL across projects, participating in the design of MEAL matrices during project planning phases, and assisting in outcome monitoring and research planning. The officer will draft outcome monitoring reports and ensure timely reporting of monitoring data to relevant program and managerial staff. Conducting regular field monitoring and spot checks, including site visits to verify activities, is essential to ensure implementation quality and compliance with project standards. The MEAL Officer will also be responsible for identifying and following up on issues or complaints, and will support the country office in promoting PSEA and safeguarding practices. Any other tasks relevant to the position as requested by the line manager and MEAL Team Leader/Manager will also be part of the responsibilities.

Required Qualifications:
The position requires a Bachelor’s degree in Information Management or a related field, along with a minimum of 2 years of relevant experience in Monitoring, Evaluation, Accountability, and Learning (MEAL). Candidates should have experience and knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, utilizing both quantitative and qualitative methods. Previous experience in complex and volatile contexts is essential, along with documented results related to the responsibilities of the position. Candidates must possess strong leadership skills, fluency in English (both written and verbal), and strong computer skills, including proficiency in MS Office applications. Knowledge of digital data collection platforms such as KoBo and CommCare is also required.

Educational Background:
Candidates must hold a Bachelor’s degree in Information Management or a related major. This educational background is essential to ensure that the MEAL Officer has the necessary theoretical knowledge and practical skills to perform effectively in the role.

Experience:
The MEAL Officer position requires a minimum of 2 years of relevant experience in MEAL. This experience should include working in humanitarian or development contexts, where the candidate has been involved in monitoring and evaluation activities, data collection, and reporting. Experience in complex and volatile environments is particularly valuable, as it equips the candidate with the skills to navigate challenges and deliver results under pressure.

Languages:
Fluency in English is mandatory for this position, both in written and verbal communication. Additional language skills may be beneficial, particularly in local languages spoken in Sudan, as they can enhance communication with local stakeholders and communities.

The MEAL Officer position is a full-time role, and the successful candidate will be expected to travel to various areas within Sudan as required.
