Job Overview: The Field Operations Manager is a critical role within the EpiC RDC project, which aims to reduce preventable deaths among mothers, newborns, and children in the Democratic Republic of the Congo. This position is based in Mbuji Mayi and is responsible for the operational coordination of project activities across nine provinces. The Field Operations Manager will ensure that logistical, financial, administrative, and procurement functions effectively support technical execution. This role requires a strong focus on operational performance, problem-solving, and resource optimization to facilitate frontline activities. The manager will work closely with provincial coordinators and field officers to ensure alignment between technical planning, budgetary resources, and logistical capabilities, ensuring efficient and compliant execution of project activities.
Duties and Responsibilities: A. Leadership and Operational Coordination: The Field Operations Manager will oversee daily operational coordination of field activities, mentor and support provincial coordinators and field officers, ensure alignment between provincial work plans and operational capacities, monitor activity execution, identify risks of inefficiency or delays, establish regular operational monitoring mechanisms, and facilitate smooth communication between program and operations. B. Procurement and Supply Chain Management: Responsibilities include consolidating provincial procurement needs, assisting in the preparation of purchase requisitions, coordinating with the procurement team for optimal timelines, ensuring strict adherence to USG procedures and internal policies, anticipating and preventing shortages of inputs or equipment, and tracking the receipt, distribution, and traceability of goods. C. Logistics and Asset Management: The manager will supervise the logistical management of provincial offices, ensure effective fleet management, oversee maintenance of equipment and infrastructure, track the management of generators, IT, and other assets, guarantee availability of resources for field missions, and contribute to the establishment and proper functioning of provincial offices. D. Financial Coordination and Budget Monitoring: The role involves close collaboration with finance for provincial budget tracking, monitoring budget execution rates for field activities, identifying discrepancies between planning and expenditures, assisting provincial teams in financial planning, contributing to budget forecasts and cash flow management, and ensuring compliance of expenditures with USG regulations. E. Risk Management and Problem Resolution: The manager will proactively identify bottlenecks, implement rapid operational solutions, coordinate security" style="border-bottom: 1px dotted #007bff !important;">security-risk-management" style="border-bottom: 1px dotted #007bff !important;">security risk management with the Security Officer, ensure continuity of operations in complex environments, and escalate critical issues to the director" style="border-bottom: 1px dotted #007bff !important;">Technical Director. F. Security and Transition Preparation: The Field Operations Manager will work closely with the Security Manager to ensure the safety and well-being of field personnel and ensure that field operations support the transition plan by strengthening logistical and operational capacities of government partners and local sub-recipients.
Required Qualifications: Candidates must possess a university degree, with a Master's degree preferred, in Project Management, Logistics, Business Administration, Law, Economics, or a related field. A minimum of 7 years of professional experience in managing field operations and logistics for large-scale humanitarian or development programs in the Democratic Republic of the Congo is required. Proven experience in managing decentralized teams, supervising vehicle fleets, and coordinating complex supply chains is essential. Candidates must have excellent knowledge of USAID/DoS grant management rules and regulations, as compliance with USG regulations is imperative. Strong planning, organizational, and problem-solving skills in challenging logistical environments, along with a clear commitment to the principles of AF-GHS efficiency, are also required.
Educational Background: The position requires a university degree, with a Master's degree being highly desirable, in fields such as Project Management, Logistics, Business Administration, Law, Economics, or a related discipline. This educational background is crucial for understanding the complexities of project management and operational logistics in a humanitarian context.
Experience: Candidates should have a minimum of 7 years of relevant professional experience in managing field operations and logistics for large-scale humanitarian or development programs, particularly in multi-provincial contexts within the Democratic Republic of the Congo. This experience should include managing decentralized teams and overseeing complex supply chains, which are critical for the successful implementation of the EpiC RDC project.
Languages: Fluency in French, both written and spoken, is mandatory for this position. Proficiency in English is considered a significant advantage, as it may facilitate communication with international partners and stakeholders.
Additional Notes: This position is a full-time role under a local fixed-term contract. The expected hiring salary range for this role is between USD 27,943 and USD 34,000 annually for basic salary. The final offer will take into account various factors, including the applicant's relevant years of experience and education, internal equity, market pay, and budget considerations.
