Job Overview: The Program Officer, Data and Knowledge Management, plays a crucial role in supporting the Legal Services Technical Unit at IRC Headquarters and the immigration legal services provided across the IRC’s network of 24 U.S. offices. This position is fully remote and is responsible for managing data and knowledge resources that facilitate the effective delivery of legal services to approximately 15,000 immigration clients annually. The Program Officer will provide guidance, training, and support to local program offices and HQ colleagues, ensuring that resources are organized and accessible. The role involves becoming an expert in reporting on IRC’s legal services, preparing data analytics reports, and identifying staff training needs related to the online case management system. The Program Officer will also manage intranet resources, support training and meetings, and assist in the onboarding of new staff, all while maintaining a collaborative and efficient work environment.
Duties and Responsibilities: The duties and responsibilities of the Program Officer include:
Data Management: Become an expert in reporting on IRC’s legal services, regularly providing data and analysis for reports, proposals, and tracking, including national grants and subcontracts. Prepare an annual data analytics report for U.S. Legal Services. Identify staff training needs related to the online case management system and develop training materials and resources. Serve as the main point of contact with the external case management software company, responding to staff inquiries and troubleshooting challenges. Prepare and disseminate a monthly U.S. Legal Services Newsletter.
Knowledge Management: Manage intranet resources specific to U.S. legal services, ensuring materials are organized, current, and user-friendly. Support virtual training and in-person conferences by providing administrative and logistical support. Create additional training resources, such as modules and videos. Facilitate the sharing of resources across all offices to promote learning. Assist in onboarding new immigration staff by sharing information and adding them to relevant distribution lists. Maintain an accurate directory and email distribution list of all immigration staff across the U.S. network. Manage billing, track funds, and provide administrative support related to U.S. legal services programs. Prepare applications for DOJ Accreditation for signature and submission. Undertake special projects and other duties as needed.
Required Qualifications: The required qualifications for the Program Officer position include:
A Bachelor’s degree is required.
A minimum of 3-5 years of work experience related to data and knowledge management, preferably in a nonprofit setting.
Prior experience with legal services case management systems is essential.
Experience working in nonprofit immigration legal services is preferred.
Ability to work independently and collaboratively in a diverse, fast-paced environment.
Experience with data management systems and IT, demonstrating creativity and troubleshooting skills.
Experience in adult learning and developing curricula or training resources is highly desired.
Proficiency in data processing skills, including data cleaning, manipulation, and visualization, is preferred.
Strong critical thinking, research, and analytical skills are necessary. 1

Languages: Fluency in English, both written and spoken, is mandatory for this position. Additional Notes: This position is fully remote, allowing for flexibility in work location. Occasional domestic travel may be required to attend meetings. The role may involve working remotely full or part-time, and part-time remote employees may need to share workspace. The compensation for this position ranges from $77,000 to $82,000, based on various factors including labor market conditions, job type, internal equity, and budget considerations.
