Job Overview:
The position of Consultant for the CWUIC SP Subsidization Mechanism involves assessing the feasibility of a structured subsidy mechanism aimed at enhancing the affordability of premiums under the Parametric Insurance Program. This role is critical in developing an initial concept that supports the Caribbean Water Utilities Insurance Collective Segregated Portfolio (CWUIC SP). The consultant will work closely with the Water and Sanitation Division within the Infrastructure and Energy Sector of the IDB, collaborating with various partner organizations to ensure that the subsidy mechanism aligns with the goals of improving access to water and sanitation services in the region. The consultant will be responsible for conducting a thorough review of existing subsidy mechanisms, facilitating discussions with stakeholders, and preparing a comprehensive concept note that outlines the proposed subsidy mechanism, its rationale, and potential funding pathways.

Duties and Responsibilities:
As a consultant, your primary responsibilities will include: conducting a targeted review of existing sustainable subsidy mechanisms and relevant financing approaches; developing a tailored framework for the design and implementation of a subsidy mechanism specific to the CWUIC context; facilitating discussions with CWUIC stakeholders to co-develop an initial subsidy mechanism proposal; conducting a high-level feasibility and risk assessment of various subsidy options; initiating early-stage engagement with potential funding sources to gauge interest and alignment; preparing an initial concept note that details the proposed subsidy mechanism; and developing presentation materials to effectively communicate the proposed approach to key stakeholders and potential funding partners.

Required Qualifications:
Candidates must possess a Master’s degree (or equivalent advanced degree) in relevant fields such as Economics, Finance, Public Policy, Environmental Management, Disaster Risk Management, Business Administration, or Engineering. Additionally, candidates should have at least five years of progressive professional experience in activities related to feasibility assessments, financial and institutional analysis, and advisory work within the water, climate, or infrastructure sectors. Experience with international financing mechanisms, particularly climate funds and multilateral development banks, is highly desirable. Proven ability to facilitate dialogue and coordinate inputs among multiple stakeholders is essential, and familiarity with parametric insurance and risk financing instruments is considered an asset.

Educational Background:
The educational background required for this position includes a Master’s degree or an equivalent advanced degree in fields that are relevant to the responsibilities of the role. This could encompass areas such as Economics, Finance, Public Policy, Environmental Management, Disaster Risk Management, Business Administration, or Engineering, ensuring that the candidate has a solid foundation to address the complexities of the role effectively.

Experience:
The position requires at least five years of progressive professional experience in similar activities, particularly focusing on feasibility assessments, financial and institutional analysis, and advisory work in sectors related to water, climate, or infrastructure. Candidates should have a strong background in working with international financing mechanisms, especially climate funds and multilateral development banks, which will be crucial for the successful execution of the consultancy tasks. The ability to facilitate dialogue among various stakeholders and coordinate their inputs is also a key requirement for this role.

Languages:
Proficiency in English is mandatory for this position, as effective communication with stakeholders and partners is essential. While English is the primary language required, additional language skills may be considered advantageous, particularly if they enhance the consultant's ability to engage with diverse stakeholders across the Caribbean region.
