Duties and Responsibilities: The duties and responsibilities of the Associate Human Resources Officer include:
Providing advice and support to managers and staff on human resources-related matters.
Keeping abreast of developments in various areas of human resources.
Coordinating with client offices to identify upcoming vacancies and preparing vacancy announcements.
Reviewing applications and providing a shortlist to client offices.
Reviewing recommendations on candidate selection and preparing cases for appointment and promotion bodies.
Monitoring the work of Human Resources Assistants in carrying out administrative transactions.
Assisting in planning and administering competitive examinations and recruitment programs.
Administering salary and related benefits, travel, and social security" style="border-bottom: 1px dotted #007bff !important;">security entitlements.
Providing guidance on the interpretation and application of policies and regulations. 1

Preparing classification analysis of jobs and providing guidance on classification policies. 1

Required Qualifications: Candidates must possess a strong understanding of human resources policies, practices, and procedures. Educational Background: An advanced university degree (Master's degree or equivalent) in human resources management, business or public administration, social sciences, education, or a related field is required. Alternatively, a first-level university degree (Bachelor's degree or equivalent) combined with two additional years of qualifying work experience may be accepted in lieu of the advanced degree. Candidates with a first-level university degree and no experience may be considered if they have passed the Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE), or the General Service to Professional Examination (G to P).
Experience: A minimum of two years of progressively responsible experience in human resources management, administration, or a related area is required. Candidates who have passed a United Nations Competitive Recruitment Examination may not need prior experience. At least one year of experience in supporting recruitment and administration of non-staff personnel categories, such as consultants, individual contractors, interns, volunteers, and fellows, is also required. Experience in providing HR advisory support to managers or clients in both headquarters and field offices is essential, and experience in data analysis and reporting is desirable.
Languages: English and French are the working languages of the United Nations Secretariat. For this position, proficiency in English is required, while knowledge of French is desirable. Candidates should demonstrate a minimum level of proficiency in both languages according to the UN Language Framework, with English requiring Level III proficiency in reading, writing, listening, and speaking, and French requiring Level II proficiency in the same areas.
