Job Overview: The Head of the Economic and Fiscal Policy Unit will lead the formulation and implementation of the substantive work programme of the Industry and Economy Division at UNEP. This position involves strategizing and developing outreach and advocacy efforts on economic and fiscal policies as key drivers of environmental sustainability. The role requires spearheading economic policyanalysis and recommendations that align with climate, nature, and pollution outcomes as outlined in UNEP's medium-term strategy. The Head will also lead UNEP's work on public finance and fiscal policy, engaging with major international financial institutions to direct financing into transitioning high-impact sectors of the economy. This position is crucial for ensuring that UNEP's initiatives are effectively communicated and implemented across various stakeholders, including government entities and private sector partners.
Duties and Responsibilities:
Lead and develop UNEP's analytical, outreach, and advocacy efforts on economic and fiscal policy to promote environmental sustainability.
Formulate and implement outreach strategies to engage major international financial institutions and multilateral development banks, directing financing into high-impact sectors.
Oversee programmatic and administrative tasks, including budget preparation and performance reporting.
Manage and guide staff, fostering teamwork and communication across organizational boundaries.
Advise senior management on strategies and policies related to the substantive work programmes.
Coordinate the preparation of reports for inter-governmental bodies and lead the organization of meetings and workshops.
Collect and analyze data to identify trends for data-driven planning and decision-making.
Required Qualifications: Candidates must possess a strong background in environmental/resource economics, fiscal and economic policy, and macroeconomic policy analysis. A minimum of ten years of progressively responsible professional work experience is required, with at least five years at the international level. Experience in coordinating multi-stakeholder groups and managing teams is essential. Familiarity with data analytics and publications in the field of environmental economics is desirable.
Educational Background: An advanced university degree (Master's or Doctorate) in economics, environmental economics, international economics, or a related field is required. A first-level university degree with two additional years of relevant work experience may be accepted in lieu of the advanced degree. Successful completion of programs in data analytics or business analytics is also desirable.
Experience: The position requires a minimum of ten years of progressively responsible professional work experience in relevant fields, including environmental/resource economics and fiscal policy analysis. Candidates should have experience at the international level and in managing teams of more than ten people. Experience in data analytics or related areas is a plus, as is a record of publications in the field.
Languages: English is required for this position, with a minimum proficiency level of UN Level III in reading, writing, listening, and speaking. French is desirable, along with other languages such as Spanish, Russian, Chinese (Mandarin), or Arabic, which are also considered beneficial for the role.
Additional Notes: The appointment is for an initial period of one year and may be subject to extension based on the continued existence of the mandate and availability of funding.
