Job Overview:
The Advocacy and Communications Officer will play a crucial role in ensuring that the Norwegian Refugee Council's (NRC) advocacy initiatives are effectively communicated and aligned with the organization's policies and strategies. This position involves identifying and analyzing patterns and trends related to human rights and law" style="border-bottom: 1px dotted #007bff !important;">humanitarian law violations in Gaza, particularly during escalations or emergencies. The officer will be responsible for promoting the rights of refugees and internally displaced persons, ensuring that advocacy messaging is evidence-based and integrated across all NRC operations. The role requires active engagement with NRC's regional and global communication teams to develop impactful advocacy products and strengthen strategic advocacy networks. The officer will also represent NRC to various stakeholders, including local and international NGOs, UN agencies, and the media, contributing to the implementation of Safe and Inclusive Programming Minimum Standards.

Duties and Responsibilities:
The Advocacy and Communications Officer will be responsible for a range of duties, including:
  • Ensuring compliance with NRC policies, guidelines, and standards in all advocacy initiatives.
  • Identifying and raising awareness of international human rights law violations in Gaza.
  • Highlighting key incidents during emergencies for rapid advocacy and communication interventions.
  • Developing features that humanize complex issues, ensuring strong evidence-based messaging.
  • Maintaining consistent editorial standards across various platforms.
  • Supporting strategic outreach to media to raise awareness about advocacy areas and urgent situations.
  • Engaging with stakeholders, including the diplomatic community, UN agencies, and NGOs, to represent NRC's position.
  • Contributing to the development of advocacy and communication products that effectively convey NRC's messages.

Required Qualifications:
Candidates must possess a strong technical knowledge of the humanitarian and human rights sectors, with previous experience in complex and volatile contexts. They should have documented technical competencies related to the responsibilities of the position, including fluency in English, both written and verbal. Additionally, candidates should demonstrate exceptional critical thinking skills and a creative approach to advocacy, with the ability to strategize solutions in challenging situations. A keen attention to detail and the ability to work independently and collaboratively are essential.

Educational Background:
A bachelor's degree in journalism, law, social sciences, or a related field is required for this position. This educational background will provide the necessary foundation for understanding the complexities of humanitarian issues and the legal frameworks surrounding them.

Experience:
Candidates should have at least three years of experience working on evidence-based content, particularly in relation to accountability for human rights violations and the protection of Palestinian rights. Experience in developing compelling story-driven content and converting internal documents into public-facing materials is also essential. The ability to conceptualize visual content, such as infographics and videos, is highly desirable.

Languages:
Fluency in English is mandatory for this position, both in written and verbal communication. Knowledge of additional languages relevant to the region would be considered an asset, enhancing the candidate's ability to engage with diverse stakeholders.

Additional Notes:
This position is based in Gaza and is classified as Grade (06) Step (01). The contract duration is until the end of December 2026, with the possibility of extension subject to available funds.
