The position is located within the Capacity Development Programme Management Office (CDPMO) of the Department of Economic and Social Affairs (DESA) of the United Nations. CDPMO is responsible for providing comprehensive financial and administrative support for the management of DESA's capacity development programs and projects. This includes overseeing the Regular Programme of Technical Cooperation, the Development Account, and all extra-budgetary funding. The office also supports the Junior Professional Officers Programme of the UN Secretariat. The organization aims to enhance the capacity of member states to achieve sustainable development goals and improve their economic and social conditions. Job Overview:
The Associate Finance & Budget Officer will play a crucial role in the financial management and budgetary processes of the CDPMO. Reporting directly to the Senior Finance Officer and under the guidance of the Head of CDPMO, the incumbent will be responsible for reviewing, analyzing, and finalizing the preparation of the medium-term plan and its revisions based on departmental submissions. This role involves providing advice and support to intergovernmental and expert bodies during their review of the medium-term plan, ensuring that legislative mandates are accurately reflected in program budgets. The officer will also assist in budget preparation by reviewing cost estimates and budget proposals, ensuring compliance with the medium-term plan and other legislative mandates. Additionally, the position entails monitoring budget implementation, preparing allotments, and administering extra-budgetary resources, ensuring adherence to UN regulations and policies. The Associate Finance & Budget Officer will also contribute to data analysis and dashboard reporting for management purposes, supporting the financial management of the Associate Experts and Junior Professional Officers Programme.

Duties and Responsibilities:
The duties and responsibilities of the Associate Finance & Budget Officer include:
  • Reviewing, analyzing, and finalizing the preparation of the medium-term plan and its revisions based on departmental submissions.
  • Providing advice and support to intergovernmental and expert bodies in their review of the medium-term plan and assisting in securing approval from the General Assembly.
  • Ensuring that legislative mandates are accurately translated into program budgets.
  • Reviewing and analyzing cost estimates and budget proposals from various departments and offices, ensuring compliance with the medium-term plan.
  • Assisting managers in elaborating resource requirements for budget submissions.
  • Preparing allotments and monitoring budget implementation, recommending reallocations as necessary.
  • Administering and monitoring extra-budgetary resources, including reviewing agreements and cost plans.
  • Assisting in the preparation of budget performance submissions and finalizing budget performance reports.
  • Conducting data analysis and contributing to the preparation of financial statements for donors. 1
  • Performing other related duties as assigned by the Senior Finance Officer.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s or Doctorate) in business administration, finance, or a related field. Alternatively, a first-level degree (Bachelor’s) in the specified fields with two additional years of relevant work experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage. Candidates should demonstrate a strong understanding of financial regulations and rules, particularly those of the UN, and possess the ability to analyze and resolve budgetary problems effectively.

Educational Background:
The educational background required for this position includes an advanced university degree (Master’s or Doctorate) in business administration, finance, or a related field. A first-level degree (Bachelor’s) in the specified fields, combined with two additional years of relevant work experience, may be accepted as an equivalent qualification. Additionally, completion of programs in data analytics or related fields is advantageous, indicating a strong foundation in analytical skills necessary for the role.

Experience:
Candidates should have at least two years of progressively responsible experience in finance, administration, budget, or business administration. Experience in data analytics and dashboard reporting is required, along with familiarity with enterprise resource planning systems such as SAP. Experience in administering voluntary-funded projects, including reviewing contribution agreements and preparing financial reports for donors, is essential. Candidates with no prior experience may be considered if they have passed a United Nations Competitive Recruitment Examination.

Languages:
English is the required working language for this position, with a minimum proficiency level of UN Level III in reading, writing, listening, and speaking. French is also a working language of the United Nations Secretariat, and proficiency in French is considered an asset, although not mandatory for this position.

If the selected candidate is a current staff member of the United Nations Secretariat, the selection will be treated as a temporary assignment.
