Job Overview: The Gender Issues Programme Expert position is a seconded role that corresponds to a P3-level position within the UN common system. The successful candidate will provide programmatic expertise in mainstreaming gender across OSCE programmes, projects, and activities, particularly those related to economic and environmental security. This role requires collaboration with various departments within the OSCE Secretariat, Institutions, and field operations to ensure a consistent approach to integrating gender perspectives in their work. The candidate will be responsible for drafting reports, proposals, and briefings, as well as advising on project design and implementation to promote gender equality in line with the OSCE's commitments. The position emphasizes the importance of gender mainstreaming in comprehensive security and aims to support the OSCE Secretary General's efforts in this area.
Duties and Responsibilities: The selected candidate will undertake a variety of tasks, including:
Providing expertise to OSCE departments and field operations on integrating gender perspectives into their programmes and projects, particularly in economic and environmental affairs.
Offering technical inputs on gender mainstreaming issues to senior management and collaborating with the Office of the Co-ordinator of OSCE Economic and Environmental Activities.
Drafting briefings, proposals, and reports related to gender equality, including contributions to the OSCE Annual Progress Report.
Preparing talking points and speeches for senior management and representing the Senior Adviser on Gender Issues in meetings and conferences.
Advising on project design and implementation to ensure gender perspectives are included in comprehensive security activities.
Monitoring the implementation of gender-related projects in accordance with OSCE standards and the 2004 Action Plan for the Promotion of Gender Equality.
Performing other related duties as assigned by the Senior Adviser on Gender Issues.
Required Qualifications: Candidates must possess a second-level university degree in gender studies, international relations, political sciences, economics, environmental sciences, or a related field. Alternatively, a first-level university degree combined with two additional years of relevant experience will be accepted. A minimum of five years of professional experience in gender issues, human rights, or economic and environmental issues is required, with seven years of experience necessary for those with a first-level degree. Candidates should have solid experience in programme management within bi- or multi-lateral development organizations, including field operations, and a strong understanding of international texts and conventions related to gender equality, particularly the Women, Peace and Security Agenda.
Educational Background: The educational background required for this position includes a second-level university degree (Master's degree) in relevant fields such as gender studies, international relations, political sciences, economics, or environmental sciences. A first-level university degree in these fields, combined with two additional years of relevant experience, is also acceptable. This educational foundation is essential for understanding the complexities of gender issues and their integration into OSCE's comprehensive security framework.
Experience: Candidates should have a minimum of five years of professional experience in gender issues, human rights, economic or environmental issues. Those with a first-level university degree must have at least seven years of relevant experience. This experience should include solid programme management skills in bi- or multi-lateral development organizations, particularly in field operations, demonstrating the ability to analyze and evaluate critical matters in the field of gender equality and to design effective strategies to address them.
Languages: Professional fluency in English is mandatory, with excellent oral and written communication skills. Knowledge of other OSCE working languages, especially Russian, is considered an asset. Candidates should demonstrate the ability to communicate effectively across diverse cultural and political backgrounds, integrating a gender perspective into their work.
