Job Overview: The Data Warehouse Officer position at the EIB is a full-time permanent role based in Luxembourg, specifically within the Group Information Systems Directorate. The primary purpose of this role is to design, develop, optimize, and maintain ETL (Extract, Transform, Load) processes that supply the EIB Group’s Data Warehouse and Data Lake platforms with high-quality data. The officer will be instrumental in enhancing the performance, reliability, and accuracy of data pipelines, which are essential for supporting the Bank’s strategic initiatives. Duties and Responsibilities: The Data Warehouse Officer will have a comprehensive set of responsibilities, including ensuring that the EIBG Data Warehouse and Data Lake platforms comply with IT policies and meet qualitative and quantitative objectives. The officer will define a unified approach for developing ETL processes within applications, organize and lead complex business requirement analyses, and produce business cases to propose cost-effective IT solutions. Additionally, the officer will lead IT projects, ensuring timely delivery within the planned scope and budget while anticipating potential issues and implementing mitigation strategies. Responsibilities also include writing project documentation, building and maintaining ETL jobs according to best practices, and establishing metrics to monitor data extraction improvements. The officer will provide timely support services to end-users, including issue resolution and root cause analysis, and will offer expert advice on Data Warehouse and Data Lake activities. Participation in special initiatives beyond the officer's immediate domain will also be expected to ensure successful realization of projects within set parameters.
Required Qualifications: Candidates must possess a university degree, equivalent to at least a Bachelor’s degree, preferably in Information Technology, Mathematics, Finance, or related fields. A minimum of 5 years of relevant experience in IT is required, with a focus on data extraction management, ideally within the Data Warehouse/Data Lake sectors in the financial services industry and in an international context. Excellent knowledge of project management principles, methods, and practices is essential, along with strong working experience in Public Cloud environments such as AWS, GCP, or Azure. Candidates should have a strong technical background in ETL tools (e.g., IBM Infosphere Datastage, Talend, Informatica) and reporting tools (e.g., MS-Power BI). Familiarity with Data Lake solutions (e.g., MS-Data Fabric, Amazon Data Lake, Databricks, Snowflakes) is also required, as well as experience in creating, testing, and implementing business rules for feeding an Enterprise data warehouse.
Educational Background: The educational background required for this position includes a university degree, with a preference for fields such as Information Technology, Mathematics, Finance, or other related disciplines. A Bachelor’s degree or higher is considered a minimum qualification, ensuring that candidates have a solid foundation in relevant technical and analytical skills necessary for the role.
Experience: The position requires at least 5 years of relevant experience in the IT sector, specifically in data extraction management. Candidates should have experience working within Data Warehouse and Data Lake environments, particularly in the financial services sector, and should be familiar with international operational contexts. A proven track record of data extraction improvement and results orientation is essential for success in this role.
Languages: Proficiency in English is mandatory, and a good command of French is also required, as both languages are official working languages of the EIB. Knowledge of other EU languages would be advantageous but is not a strict requirement. Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL).
