Job Overview: The Human Resources Lawyer position at the EIB is a full-time role based in Luxembourg, specifically within the Employee Relations Division (ER) of the Human Resources Directorate. Duties and Responsibilities: The core responsibilities of the Human Resources Lawyer include managing internal pre-litigation procedures, particularly administrative review procedures and disciplinary proceedings. The lawyer will conduct thorough legal analyses of procedural files, assessing legal, procedural, and litigation risks. They will draft reasoned decisions, opinions, and formal legal documents related to pre-litigation procedures, ensuring compliance with applicable legal frameworks, including Staff Regulations and Staff Rules. Additionally, the lawyer will provide legal advice on staff-related matters, liaise with the Legal Directorate regarding potential litigation, and contribute to the development of internal procedural frameworks and guidelines. The role also involves supporting the Head of Unit and Head of Division in preparing notes and reports for decision-making bodies and contributing to cross-divisional initiatives linked to the Unit's mandate.
Required Qualifications: Candidates must possess a university degree in Law, with a minimum equivalent to a Bachelor's degree. A specialization in EU Employment and Labour Law is advantageous. The position requires at least 5 years of relevant legal professional experience, ideally in Labour Law or EU Law. Familiarity with the EU institutional framework and staff regulations applicable in international or EU-based organizations is beneficial. Candidates should have demonstrated experience in drafting formal decisions or legal acts that may lead to litigation. A good understanding of the EIB's mission and operations, or the ability to acquire this knowledge quickly, is also important.
Educational Background: The educational background required for this position includes a university degree in Law, with a minimum qualification equivalent to a Bachelor's degree.
