Job Overview: As a Project Officer in the Water and Urban Development Sector Office, you will play a pivotal role in contributing to sector development and project management. Your responsibilities will include project design, portfolio management, and budget preparation related to loans, grants, and technical assistance projects. You will work closely with the Head of Country Operations and other senior staff to ensure effective project administration and implementation. This role requires a proactive approach to analyzing sector performance, coordinating with project teams, and ensuring compliance with ADB's operational guidelines. You will also be involved in preparing analytical reports and providing guidance to project administration teams, making this position crucial for the successful delivery of ADB's mission in the region.
Duties and Responsibilities: Your duties will encompass a wide range of responsibilities, including:
Contributing to sector diagnostics and country programming by assessing performance and consolidating data for program design.
Supporting project and program design and maintaining a database of key performance indicators.
Preparing analytical portfolio management reports and ensuring timely actions by technical staff.
Analyzing sector portfolio performance and providing guidance to team members.
Coordinating with project administration teams and reviewing mission reports for quality assurance.
Monitoring project administration red flags and ensuring corrective actions are taken.
Preparing portfolio analysis reports for effective communication.
Reviewing loan, grant, and TA processing documents for compliance with ADB guidelines.
Participating in project inception and completion review missions. 1
Supporting project processing missions and contributing to annual portfolio management programs. 1
Engaging with government counterparts and identifying new lending opportunities. 1
Facilitating coordination with development partners for complementary support. 1

Required Qualifications: To qualify for this position, you will need a Bachelor's degree in engineering, water management, urban development, economics, or related fields, preferably with advanced training. You should have at least 8 years of relevant professional experience in project development, processing, or administration, with field-based experience being desirable. Proficiency in English, both spoken and written, is essential, along with strong computer skills in spreadsheets and word processing. A comprehensive understanding of ADB's operational processes and administration guidelines is required, as well as the ability to work collaboratively with individuals from diverse cultural backgrounds. Additionally, two years of relevant experience outside ADB within the past five years is mandatory.
Educational Background: The educational background required for this position includes a Bachelor's degree in a relevant field such as engineering, water management, urban development, economics, or development studies. Advanced training or qualifications in these areas would be advantageous and enhance your candidacy for the role.
Experience: The position requires a minimum of 8 years of relevant professional experience in project development, processing, or administration. Field-based experience is highly desirable, as it provides practical insights into project implementation and management. Candidates should also have two years of relevant experience outside ADB within the past five years, which can include roles in other organizations or sectors that align with the responsibilities of the Project Officer.
Languages: Proficiency in English is mandatory for this position, as effective communication is crucial for project management and collaboration with stakeholders. Additional Notes: This position is a local staff role, open only to nationals and permanent residents of Indonesia. It is a fixed-term appointment with the option to renew for up to 3 years, subject to performance and organizational needs. The role is part of ADB's Workforce Rebalancing Framework, aimed at enhancing in-house expertise. Successful candidates may occasionally undertake short-term assignments in other departments.
