Job Overview:
The Safeguards Specialist (Environment) position is a critical role within the Office of Safeguards (OSFG) at ADB. The selected candidate will be stationed at the Nepal Resident Mission (NRM) in Kathmandu for an initial three-year assignment, with the possibility of relocation to ADB Headquarters in Manila or another resident mission office thereafter. The primary responsibility of the Safeguards Specialist is to ensure compliance with ADB's safeguards policies during the planning and implementation of both sovereign and non-sovereign projects in the South Asia region. This role involves providing operational coordination and technical inputs, supporting project design and implementation, and contributing to the evaluation and improvement of ADB's safeguards policies. The specialist will also engage in hands-on design and implementation of project safeguards and provide training to staff from developing member countries, thereby playing a vital role in ADB's mission to reduce poverty and promote sustainable development.

Duties and Responsibilities:
The Safeguards Specialist will undertake a variety of duties, including but not limited to: conducting environmental safeguards due diligence and supporting project teams in ensuring compliance with safeguards policies during project processing and implementation; advising management on compliance issues and monitoring projects with high safeguards risks; collaborating with clients, NGOs, and development partners; tracking relevant issues and developments for safeguards implementation; coordinating safeguard policy issues between various departments; conducting due diligence and providing technical guidance to borrowers/clients; participating in project missions; contributing to safeguards knowledge sharing and capacity building; overseeing the performance of reporting staff; supporting technical assistance and training programs; developing knowledge products; and providing technical guidance to national staff on managing safeguard compliance.

Required Qualifications:
Candidates must possess a university degree in ecology, environmental management, environmental science, environmental engineering, or related fields, preferably at the post-graduate level or its equivalent. Additionally, a minimum of 6 years of relevant hands-on professional experience in safeguard work or related areas, particularly in project design and administration, is required. International experience working in multiple countries is essential, along with experience in managing or authoring environmental and social impact assessments for infrastructure projects. Familiarity with environmental and social management plans, including safeguard frameworks and assessments covering various environmental aspects, is also necessary. Experience managing environmental safeguards for large hydropower projects or dams is considered an advantage. Candidates should demonstrate the ability to think laterally to provide solutions to complex problems and effectively communicate complex technical concepts to diverse audiences.

Educational Background:
The educational background required for this position includes a university degree in relevant fields such as ecology, environmental management, environmental science, or environmental engineering. A post-graduate degree or equivalent qualification is preferred, indicating a higher level of expertise and understanding of the complexities involved in environmental safeguards and management.

Experience:
The position requires at least 6 years of relevant professional experience in safeguard work or related areas, with a strong emphasis on project design and administration. Candidates should have a proven track record of managing or authoring environmental and social impact assessments, as well as experience in environmental safeguards for infrastructure projects. International experience is highly valued, as it demonstrates the ability to navigate diverse regulatory environments and cultural contexts.

Languages:
Proficiency in English is mandatory, as it is the primary language of communication within ADB and for project documentation. Knowledge of additional languages relevant to the South Asia region may be considered an asset, enhancing the ability to communicate effectively with local stakeholders and partners.

Additional Notes:
This position is a fixed-term appointment for an initial period of 3 years, with the possibility of extension for up to 2 years or conversion to a regular appointment based on performance and organizational needs. The role is full-time and may involve relocation to different ADB offices.
