Job Overview:
The Protection from Violence (PfV) Project Manager will play a crucial role in ensuring the quality programming and coordination of NRC's PfV program in the South area of Ukraine. This position requires a highly qualified and resilient professional who will be responsible for mentoring, training, and capacity building of staff on technical issues related to PfV. The Project Manager will oversee the effective and efficient management of projects, ensuring they align with the project management cycle and adhere to safe and inclusive programming standards. The role involves developing detailed project work plans, spending plans, and recruitment plans, as well as contributing to the development and rollout of Civilian Self-Protection activities. Regular site visits will be necessary to monitor the implementation of these projects, and the Project Manager will facilitate community participatory processes to engage local stakeholders effectively.

Duties and Responsibilities:
The duties and responsibilities of the Protection from Violence (PfV) Project Manager include:
  • Overall responsibility for the effective management of PfV projects in South Ukraine, ensuring adherence to project management cycles.
  • Development and follow-up of detailed project work plans, spending plans, and recruitment plans for specific projects at the area level.
  • Contributing to the development and rollout of Civilian Self-Protection activities.
  • Conducting regular site visits to monitor the implementation of civilian self-protection projects.
  • Ensuring capacity development of PfV staff and transferring key skills related to civilian self-protection and inclusive programming.
  • Developing and implementing activities that engage local community representative structures through coordination and facilitation.
  • Supervising community participatory processes, including assessments, workshops, and monitoring of collective sites in coordination with the CCCM cluster.

Required Qualifications:
The ideal candidate for the Protection from Violence (PfV) Project Manager position should possess the following qualifications:
  • A relevant university degree in a related field.
  • At least 3 years of field experience working as a Protection Project Manager or coordinator in complex emergencies, with a strong background in project cycle management, risk management, staff management and development, as well as grants and budget management.
  • Experience in logistics and administration management.
  • Proven experience in coordination and advocacy work.
  • Excellent communication and reporting skills, both written and oral.
  • A willingness to work in demanding and stressful situations while adhering to security" style="border-bottom: 1px dotted #007bff !important;">security rules and procedures.

Educational Background:
Candidates must have a relevant university degree that aligns with the responsibilities of the Protection from Violence (PfV) Project Manager role. This educational background should provide a solid foundation in humanitarian principles, project management, and protection issues, equipping the candidate with the necessary skills to effectively manage projects and lead teams in challenging environments.

Experience:
The position requires a minimum of 3 years of field experience in roles such as Protection Project Manager or coordinator, particularly in complex emergency settings. Candidates should have a proven track record of managing project cycles, overseeing risk management, and developing staff capabilities. Experience in logistics and administration management, as well as coordination and advocacy work, is also essential for this role.

Languages:
Fluency in spoken and written English is mandatory for this position. Additionally, knowledge of local languages, specifically Ukrainian and Russian, is highly desirable. Proficiency in these languages will facilitate effective communication with local communities and stakeholders, enhancing the implementation of the PfV program.

Additional Notes:
The duty station for this position is Mykolaiv, South Ukraine, with linked field offices in the region. The contract is a fixed national contract set to end in 2026, with the possibility of extension based on performance and organizational needs. The role may require travel of up to 40% to field locations. The salary and benefits will be determined according to NRC's salary scale, specifically at grade 8, along with accompanying terms and conditions.
