Job Overview:
The Maternal, Neonatal, and Child Health (MNCH) director" style="border-bottom: 1px dotted #007bff !important;">Technical Director (TD) will play a pivotal role in the EpiC Project, which is a global health initiative funded by the United States Government (USG). The TD will be responsible for providing strategic leadership and technical expertise to enhance maternal, newborn, and child health outcomes in Colombia. This position requires the establishment and continuous refinement of MNCH technical frameworks, approaches, and tools, ensuring that all activities align with national and international health standards. The TD will collaborate closely with various stakeholders, including the FHI 360 global team, USG personnel, implementing partners, and the Ministry of Health (MOH), to develop work plans and monitor the technical aspects of the project from initiation to delivery. The role also involves contributing to global thought leadership and supervising technical staff to ensure compliance with donor and government requirements.

Duties and Responsibilities:
The MNCH Technical Director will be accountable for providing overall technical leadership in the development and implementation of strategies aimed at improving health outcomes through enhanced maternal, newborn, and child health services. Key responsibilities include serving as the primary contact for the EpiC technical team and in-country stakeholders, providing technical direction for evidence-based planning and implementation of interventions, leading the planning of MNCH project activities, and ensuring adherence to technical standards and donor guidelines. The TD will collaborate with the Monitoring, Evaluation, and Learning (MEL) Officer to finalize project work plans and reports, support the recruitment and supervision of technical staff, and oversee the technical monitoring and assistance provided to subrecipients. Additionally, the TD will attend relevant events to network and gather valuable information for project activities, support knowledge management, and perform other duties as assigned.

Required Qualifications:
Candidates must possess a comprehensive understanding of strategies to improve MNCH outcomes through strengthened health service delivery. The ideal candidate will have demonstrated the ability to create and maintain effective working relationships with government personnel, stakeholders, NGO partners, and international donor agencies. Strong organizational, problem-solving, and project management skills are essential, along with the ability to influence and motivate others. Excellent oral and written communication skills are required, as well as the ability to exercise judgment in selecting methods for obtaining solutions. A comprehensive knowledge of concepts, practices, and policies related to MNCH is necessary, along with proven leadership skills and the ability to meet budgets and performance requirements.

Educational Background:
A Master’s Degree or its international equivalent in Public Health or a related field is required for this position. Clinical training as a medical doctor or nurse is preferred, providing a strong foundation for understanding the complexities of maternal, neonatal, and child health.

Experience:
Typically, candidates should have a minimum of 12 years of relevant technical or project management experience, including at least 8 years in a leadership role with strong business acumen and line management experience. Prior work experience in a non-governmental organization (NGO) is preferred, as it provides valuable insights into the operational and strategic challenges faced in the field.

Languages:
Fluency in Spanish is mandatory, given the location of the position in Colombia. Proficiency in English is also highly desirable, as it facilitates communication with international stakeholders and partners.

Additional Notes:
This position is based in Bogotá, Colombia, and may require travel up to 30% of the time. The expected hiring salary range for this role is COP 240,000,000 - 290,000,000 annually for basic salary.
