Job Overview: The Supply Chain Specialist plays a crucial role in managing and ensuring the effective delivery of supply chain and logistics services for DRC's operations in Afghanistan. This position involves developing and maintaining robust procurement systems to support various projects, safeguarding DRC's funds and supplies, and ensuring compliance with organizational policies and donor regulations. The specialist will act as the super user for the DRC Dynamics ERP system, facilitating training and ensuring a smooth transition to this system for all users in the Afghanistan program. The role requires collaboration with program staff and area managers to ensure efficient procurement planning and execution, as well as regular monitoring and updating of procurement processes to maintain transparency and accountability. The specialist will also be responsible for conducting market surveys, managing supplier relationships, and ensuring that procurement documents are properly archived for audit purposes.
Duties and Responsibilities:
DRC Dynamics Implementation: Serve as the super user for the DRC Dynamics ERP system, ensuring effective training and support for users in Afghanistan. Prepare for ERP-related requirements, including data migration and liaising with the regional office.
Procurement Coordination: Oversee the planning and execution of procurement and supply chain activities, ensuring compliance with DRC and donor regulations. Collaborate with program staff and area managers for effective procurement planning. Conduct regular visits to assess and monitor procurement systems. Review tender dossiers and manage procurement processes at both country and area office levels. Compile monthly procurement reports and provide training for staff as needed.
General Coordination: Support logistics management, including asset, fleet, and warehouse management. Analyze procurement data and summarize findings for SCM. Organize regular meetings with field staff to promote clear communication and address action points. Ensure awareness of whistle-blowing procedures among procurement staff.
Other Responsibilities: Coordinate with local NGO partners to enhance supply chain efficiency. Oversee maintenance of safety program equipment and provide induction training for new staff. Update supply chain trackers and prepare analytical reports on a monthly basis. Carry out additional tasks as assigned by the Supply Chain Manager or Senior Management.
Required Qualifications: Candidates must possess a clear understanding of Afghanistan's Procurement and Logistics Law, as well as procurement policies and donor-specific regulations. The ability to conduct training workshops in supply chain management is essential. A minimum of 5 years of experience in a senior procurement and logistics role within an international NGO is required. Strong organizational and problem-solving skills, along with an analytical approach, are necessary for success in this position. Candidates should also demonstrate the ability to work collaboratively with staff to assess needs and implement activities effectively.
Educational Background: A university degree at the Bachelor level in Business Administration (BBA) or a relevant field is required. A certificate in Humanitarian Supply Chain Management is considered an asset and will enhance the candidate's qualifications for the role.
Experience: The position requires a minimum of 5 years of relevant experience working in a senior role within an international NGO, specifically in procurement and logistics. Candidates should have a strong understanding of procurement laws and policies, as well as experience with donor-specific procedures related to supply chain components. The ability to conduct training workshops and work collaboratively with diverse teams is essential.
Languages: Fluency in English (both written and spoken) is mandatory, with an excellent command of the language. Proficiency in Dari and Pashto (both written and spoken) is also required, ensuring effective communication with local stakeholders and partners.
